11.0 HONORS AND RECOGNITION

The University of the Philippines is an institution that embodies excellence in teaching and in the generation and dissemination of knowledge. In recognition of this, the University gives the following awards:

  • 11.1 GAWAD TSANSELOR

    Members of the UP Diliman community who have demonstrated outstanding individual or group performance in various fields of University work (teaching, research and creative work, extension, administration, student activities, etc.) are recognized annually through the Gawad Tsanselor.  The Award carries with it a certificate of recognition, a medal, trophy, and a cash incentive.  Committees created for this purpose shall formulate the criteria for the selection of the awardees.

    Gawad Tsanselor reflects the community spirit and camaraderie uniting the different UP Diliman units. Through the years, changes in the Award have been instituted to make it more inclusive of the diverse fields and sectors of the University, and to increase its prestige of the awards.

    The Gawad Tsanselor is awarded for various categories, among which are the (a) Natatanging Guro and (b) Natatanging Mananaliksik sa Filipino.

    • 11.1.1 Gawad Tsanselor sa Natatanging Guro

      The Gawad Tsanselor sa Natatanging Guro is awarded to tenured faculty members of UP Diliman who have shown exemplary achievements in teaching, research and/or creative work, and extension service.  The main criteria for the Award are as follows [Memorandum No. OVCAA-BMP 16-120]:

      11.1.1.1

      Teaching Accomplishments – Within the period of reckoning of accomplishments (i.e., in the last three years from the date of the call for nominations for the Award) the nominee must have:

      (a)

      Rendered continuous teaching service in UP Diliman, with a teaching load credit (TLC) of at least six (6) units per semester for semestral programs or four (4) units per term for trimestral programs;

      (b)

      Obtained an average SET score for Part 3 (The Teacher) per term of 1.75 or higher; and

      (c)

      Mentored at least two (2) graduate-level students who have graduated (i.e., mentees who have yet to earn their degrees should not be counted), or rendered at least four (4) of the following mentoring activities to the University:

       

      • Adviser or panel member of completed undergraduate thesis or final-year project,
      • Adviser of an ongoing graduate thesis/dissertation or panel member of an ongoing or completed graduate thesis/dissertation,
      • Head of a laboratory or studio with junior faculty as mentees,
      • Adviser of student or junior faculty for research papers or creative works that eventually got published or presented in local/international conferences or symposia,
      • Adviser of student or junior faculty for creative work that eventually got exhibited, performed or presented in a local or international venue,
      • Coach of students who joined contests for excellence,
      • Judge in student research/creative work competitions.

      11.1.1.2

      Research/Creative Work Accomplishments – Within the 3-year period of reckoning, the nominee must have published at least one (1) article in a Scopus- or Thomson Reuters-indexed journal or a refereed journal, or published a refereed book chapter (local or international), or staged at least two (2) major juried exhibits/curatorial works in a national/ international venue, or staged one (1) major juried performance in a national/international venue, or produced one (1) patent/peer-reviewed design, or produced at least four (4) of the other types of research/creative work outputs specified by the Screening Committee.

      11.1.1.3

      Extension Service – Within the same 3-year period, the nominee must have rendered at least two (2) of the following types of service to the University or the community for every term:

      • Administrative work
      • Membership in department/college/University committees
      • Membership in editorial boards of department/college/University/national/ international publications
      • Membership in academic/professional organizations
      • Service to the government/private sector
      • Involvement in conferences/seminars/workshops/training programs as organizer, coordinator or resource person

      11.1.1.4

      Other requirements

      (a)

      Recipients of the Gawad Tsanselor sa Natatanging Guro in the last three (3) years (i.e., from the particular year of the Award) are not qualified for nomination; and

      (b)

      Nominee must not have been found guilty of any administrative or criminal offense involving moral turpitude; in case the nominee has a pending administrative or criminal case, there should be no adverse judgement/ruling on said case at the time of nomination. 

    • 11.1.2 Gawad Tsanselor sa Natatanging Mananaliksik sa Filipino

      (a)

      Selection Criteria

       
      1. Kinakailangang full-time at regular fakulti at REPS na nagbibigay ng direktang serbisyo sa UP Diliman
      2. Kinakailangang naglilingkod sa UP Diliman nang hindi iigsi sa tatlong (3) taon
      3. Kinakailangang hindi kailanman nahusgahang maysala ang nominado sa anumang opensang administratibo o kriminal laban sa nominado, kinakailangang hindi siya nahusgahang maysala sa panahong siya ay nominado.

      Nomination form and supporting documents should be submitted to OVCRD before the deadline.

  • 11.2 ACADEMIC DISTINCTION PROGRAM OF THE UP SYSTEM

    [Unless otherwise indicated, the content of this section comes from the OVPAA document “In Support of a Culture of Scholarship and Excellence: Faculty Development, Grants, and Awards, UP System Manual Series 1” 2004].

    Established in November 1999, the Academic Distinction Program aims to award outstanding academics and works of scholarship through a system of merit-based incentives. By so doing, the Program hopes to raise the level of scholarship to internationally accepted standards and improve the visibility of the University in the academic community worldwide. Over the years the components of the Program have increased to cover as wide a reach as possible of scholarly and creative work. The Program consists of the following:

    • University Professors Grant [1137th BOR meeting, 25 November 1999]
    • International Publication Award [1137th BOR meeting, 25 November 1999]
    • International Award for the Arts [1143rd BOR meeting, 29 June 2000]
    • Gawad sa Natatanging Publikasyon sa Filipino [1147th BOR meeting, 22 February 2001]
    • Institutional Performance Award [1148th BOR meeting, 22 February 2001]
    • President’s Award for Innovation in Teaching [1150th BOR meeting, 24 May 2001]
    • Advanced Technology Award [1178th BOR meeting, 29 January 2004]

    • 11.2.1 University Professors Grant

      11.2.1.1

      Purpose

      In recognition of their outstanding scholarship and achievement in their respective fields, University Professors in active service shall receive an annual grant to support their research or creative work.

      11.2.1.2

      Value of Grant

      The grant shall amount to PHP200,000 in the form of a research contract. Fifty percent (50%) of the contract fee shall be paid upon submission of the research proposal and the balance, upon submission of the manuscript or creative work.

      11.2.1.3

      Requirements and Procedure

       

      (a)

      The University Professor shall submit the project proposal to the President through the OVPAA.

      (b)

      Once approved by the President, the OVPAA shall process the contract and voucher for the release of the grant.

      (c)

      Upon completion and submission of the project result, the University Professor may submit another proposal to renew the grant.

      11.2.1.4

      Intellectual Property Rights

      Publications and other outputs produced in the course of or as a result of the fellowships shall be bound by the University Policy on Intellectual Property Rights.

    • 11.2.2 International Publication Award for Journal Articles

      The purpose of the award is to encourage faculty, REPS, project researchers and thesis students who indicate UP to their affiliation in an international publication to contribute to the body of knowledge in their respective field/discipline by publishing in internationally respected journals that are peer-reviewed and adhere to high standards of scholarship [1137th BOR Meeting, 25 November 1999 and amended at the 1272nd BOR Meeting, 25 August 2011]

      11.2.2.1

      Eligibility

      All Filipino faculty members, REPS, project researchers and thesis students who indicate UP as their affiliation in an international publication [1272nd BOR meeting, 25 August 2011].

      11.2.2.2

      Scope of the award

      (a)

      ISI (Institute of Scientific Information) Web of Knowledge (Thomson Reuters) – listed:

      • Science Citation Index (SCI) [1282nd BOR meeting, 20 September 2012]
      • Social Sciences Citation Index (SSCI) [1282nd BOR meeting, 20 September 2012]

      11.2.2.3

      Requirements

      (a)

      The author(s) must clearly be identified as belonging to UP. If the article was produced while on sabbatical abroad or as a result of a joint project with foreign scholars, proper acknowledgment must be given the foreign institution that accommodated the faculty or supported the project; the UP address/affiliation of the author(s) must none the less be indicated in the publication (either in a footnote or as a byline) [In Support of a Culture of Scholarship and Excellence: Faculty Development, Grants, and Awards” UP System Manual Series 1, OVPAA, 2004].

      (b)

      The article must fall within the discipline or related field of the author. For example, a work of poetry shall not be entertained if authored by faculty or REPS outside the field of creative writing, unless there is sufficient proof of prior recognition of the author as a serious practitioner in the field of creative writing as determined by the VPAA, upon consultation with known literary figures [In Support of a Culture of Scholarship and Excellence: Faculty Development, Grants, and Awards” UP System Manual Series 1, OVPAA, 2004].

      (c)

      The article must be a complete, solid piece of research. If one’s work (e.g. poem) is included or cited in an article authored by another, the cited portion shall not qualify for the award. In addition, certain articles (e.g. tribute/testimonial to a known figure, book review, letter to the editor, editorial, commentary) shall not qualify. The VPAA shall evaluate all articles as to their eligibility [In Support of a Culture of Scholarship and Excellence: Faculty Development, Grants, and Awards, UP System Manual Series 1, OVPAA, 2004].

      (d)

      Authors eligible for the award may receive it as often as they publish in a Thomas Reuters-listed (formerly ISI) or SCOPUS-listed journal. However, an article may be awarded only once [1288th BOR meeting, 20 June 2013].

      (e)

      An article for which an International Publication Award (IPA) was granted shall not qualify again for an IPA if it appears as a chapter in a book published by a reputable international publisher. However, if the author was awarded an IPA for an article that was subsequently developed into a book that is published by a reputable international publisher, the author may be eligible for an IPA in the book category [In Support of a Culture of Scholarship and Excellence: Faculty Development, Grants, and Awards, UP System Manual Series 1, OVPAA, 2004].

    • 11.2.3 International Publication Award for Books / Book Chapters

      Like the International Publication Award for Journal Articles, this award aims to reinforce scholarly publications by faculty and REPS and project the University in the global community of academic institutions [1137th BOR meeting, 25 November 1999; VPAA memo no. 25, 18 February 2000; revised on 11 August 2003; In Support of a Culture of Scholarship and Excellence: Faculty Development, Grants, and Awards” UP System Manual Series 1, OVPAA, 2004; 1272nd BOR meeting, 25 August 2011; and 1297th BOR meeting, 28 March 2014].

      11.2.3.1

      Eligibility

      All Filipino faculty members, REPS, project researchers and thesis students who indicate UP as their affiliation in an international publication [1272nd BOR meeting, 25 August 2011].

      11.2.3.2

      Scope of Award

      The award shall cover books or book chapters published by recognized international academic book publishers, prestigious university presses and other highly regarded international publishers (e.g., Macmillan, Random House, Blackwell, Routledge, Harcourt, Brace & Co., Elsevier, and Garland) [In Support of a Culture of Scholarship and Excellence: Faculty Development, Grants, and Awards” UP System Manual Series 1, OVPAA, 2004].

      11.2.3.3

      Requirements

      (a)

      The author(s) of the chapter or book must clearly be identified as belonging to UP. If the chapter or book was produced while on sabbatical abroad or as a result of a joint project with foreign scholars, proper acknowledgment must be given the foreign institution that accommodated the faculty or supported the project; the UP address/affiliation of the author(s) must none the less be indicated in the publication (either in a footnote, as a by line, or in the book’s author information) [In Support of a Culture of Scholarship and Excellence: Faculty Development, Grants, and Awards” UP System Manual Series 1, OVPAA, 2004]. 

      (b)

      The chapter or book must fall within the discipline or related field of the author.       (d)

      Books or chapters of books published by international publishers must have gone through a rigid blind referee or review process. Evidence that the publication has undergone a review process, such as comments/communication from the reviewer(s) and/or editor, shall be submitted along with the required documents.       (e)

      Books published by foundations, government agencies, NGOs, professional societies, international commissions, and non-academic bodies shall not qualify. [In Support of a Culture of Scholarship and Excellence: Faculty Development, Grants, and Awards” UP System Manual Series 1, OVPAA, 2004]

      (f)

      To qualify, a recently updated book must contain new contributions to knowledge. Books published before the start of the award (1999) shall not qualify. [In Support of a Culture of Scholarship and Excellence: Faculty Development, Grants, and Awards” UP System Manual Series 1, OVPAA, 2004]

      (g)

      Authors eligible for the award may receive it as often as they publish. However, a book/chapter may be awarded only once. [In Support of a Culture of Scholarship and Excellence: Faculty Development, Grants, and Awards” UP System Manual Series 1, OVPAA, 2004]

      (h)

      An article for which an IPA was granted shall not qualify again for an IPA if it appears as a chapter in another book or in an ISI-indexed journal. However, if the author subsequently develops the chapter, previously awarded an IPA, into a book, published by a reputable international publisher, the author may be eligible for an IPA in the book category.     • 11.2.4 International Award for the Arts

      The International Award for the Arts gives due recognition to UP artists, as part of the University’s commitment to promote excellence [1143rd BOR meeting, 29 June 2000, Memo no. FN 01-17, 15 February 2001; In Support of a Culture of Scholarship and Excellence: Faculty Development, Grants, and Awards, UP System Manual Series 1, OVPAA, 2004]

      11.2.4.1

      Purpose

      Creative work is a significant contribution to knowledge and enriches the equality of human life. The International Award for the Arts recognizes faculty members in the visual and performing arts who have distinguished themselves through acclaimed international performances, exhibits, and productions.

      11.2.4.2

      Eligibility

      Regular faculty, individually or as a group, in the field of visual and performing arts, whose work received international exposure in the year preceding the award, may be nominated for this award.

      11.2.4.3

      Scope of Award

      The International Award for the Arts has two (2) divisions; there shall be one (1) award per division.

      (a)

      Visual Arts: painting, sculpture, graphic arts, installation art, performance art, computer art, exhibition design, film, video, illustration, animation, architecture, interior design, advertising design, editorial design, industrial design, product design, and fashion design

      (b)

      Performing Arts: all music and dance forms and theater arts

      11.2.4.4

      Requirements

      (a)

      The nominee shall submit their curriculum vitae in the case of individual artists and a record of their performance in the case of performing groups.

      (b)

      Relevant documentation shall also be submitted with the nomination, including, but not limited to, the following:

      • Slides, still photographs or reproductions for Painting, Sculpture, Graphic Arts, Illustration, Animation, Advertising Design, Editorial Design, Computer Art, Installation, Architecture, and Interior Design
      • Architectural plans and illustrations for Architecture and Interior Design in addition to slides and/or still photographs
      • Illustrations for Industrial Design, Product Design and Fashion Design in addition to slides and/or photographs of finished products
      • Full-length copies of nominated works including musical scores, where necessary, for Film and Video
      • Video-documentation of Performance Art along with the concept paper of the work
      • Lighting design, lay-out for theatre and film sets, designs for scenery, props and costumes for Theatre Arts in addition to slides and/or photographs
      • Librettos, arrangements for instruments and the orchestra as well as for choral ensembles for Music Performances
      • Dance notations and choreography for Music Performances
      • Film/video documentation and sound recording for Music and Dance Performances, as well as for Stage Plays

      (c)

      Announcements of exhibitions and copies of commendations, citations, or testimonials shall be provided. Press releases may also be submitted.

    • 11.2.5 Gawad sa Natatanging Publikasyon sa Filipino

      Ang Gawad ay alinsunod sa patakaran sa wika ng Unibersidad. Inaasahan din na lalong huhusay ang mga publikasyon sa Pilipino ng mga fakulti at REPS sa pamamagitan ng pagkilalang idudulot ng Gawad [1147th BOR meeting, 21 December 2000; VPAA memo no. 01-011, 26 January 2001; nirebisa noong 201st PAC meeting, 21 November 2003; In Support of a Culture of Scholarship and Excellence: Faculty Development, Grants, and Awards, UP System Manual Series 1, OVPAA, 2004].

      11.2.5.1

      Layunin

      Alinsunod sa patakaran sa wika ng Unibersidad, inaasahan na lalong huhusay ang mga publikasyon sa Filipinong mga fakulti at REPS sa pamamagitan ng pagkilalang idudulot ng gawad.

      11.2.5.2

      Elijibiliti

      Puwedeng inomina ang regular na fakulti o REPS na may publikasyon na sakop ng gawad.

      11.2.5.3

      Saklaw ng Gawad

      (a)

      Dalawa (2) ang kategoryang gawad at isa ang gantimpala sa bawat kategorya:

      1. Gawad para sa Malikhaing Panulat
      2. Gawad para sa Publikasyon ng Orihinal na Pananaliksik (sa anumang disiplina maliban sa malikhaing panulat)

      (b)

      Dapat inilathala ng prestihiyoso at respetadong publisher o lumabas sa refereed at kilalang dyornal ang nominadong publikasyon sa nakaraang taon. Halimbawa, kwalipikado para sa Gawad 2004 ang mga publikasyon sa 2003.

      (c)

      Hindi kasama ang mga publikasyon na inedit o isinalin mula sa ibang wika. Orihinal na akda lamang ang kwalipikado.

      11.2.5.4

      Rekwayrment

      Ang mga malikhain at orihinal na publikasyon ay isusumite sa OVPAA.

      11.2.5.4

      Kriterya

      (a)

      Dapat taga-UP ang awtor ng chapter o ng aklat.

      (b)

      Kailangang sakop ng disiplina o nasa larangan ng awtor ang chapter o aklat. Halimbawa, hindi tatanggapin ang isang tula kung sinulat ng faculty o REPS na wala sa larangan ng malikhaing pagsulat, maliban kung may sapat na katunayang dati nang seryosong praktisyoner ang awtor sa larangang ito ayon sa kapasyahan ng VPAA matapos ang konsultasyon sa mga kilalang literary figure.

      (c)

      Kailangang isang buong research o literary work ang chapter. Kung ang akda (hal.,tula) ay sinipi sa o bahagi ng isang chapter o aklat na sinulat ng ibang awtor, hindi kwalipikado sa gawad ang siniping bahagi. Hindi rin kwalipikado ang ilang artikulo (hal., tribute sa isang kilalang tao, filler sa pagitan ng mga chapter). Ang VPAA ang susuri sa kwalipikasyon ng lahat ngartikulo ayon sa konsultasyon sa mga dalubhasa sa larangan.

      (d)

      Kailangang dumaan sa referee o review process ang chapter o aklat. Isasabmit kasama ng iba pang kailangang dokumento ang mga katibayan na dumaan sa review process ang publikasyon, tulad ng komento o komunikasyon mula sa (mga) reviewer at/o editor.

      (e)

      Hindi kwalipikado sa gawad ang mga aklat na inilathala ng mga foundation, ahensya ng gobyerno, NGO, professional society, international commission, at ‘di akademikong publisher.

      (f)

      Para sa bagong update na aklat, ang magiging batayan ng petsa ng publikasyon ay ang petsa ng unang pagkalathala nito. Ito ay dahil sa ang layunin ng gawad ay kilalanin ang mga bagong kontribusyon sa karunungan.

    • 11.2.6 Institutional Performance Award

      In addition to individual awards provided by the Academic Distinction Program, an institutional award recognizes departments and institutes that exhibit a high degree of scholarship, teaching performance, and professional growth as faculty and academics. The Institutional Performance Award shall be based in large part on the results of the Academic Assessment instrument for measuring the performance of degree-granting units and from qualitative data gathered on the intellectual productivity of members of the unit.

    • 11.2.7 President's Award for Innovation in Teaching

      11.2.7.1

       Purpose

      The President’s Award for Innovation in Teaching aims to recognize excellent pedagogical innovations that capture student interest in learning and advance the learning process.

      11.2.7.2

       Eligibility

      (a)

      The award is open to regular full-time UP faculty who are able to demonstrate the effectiveness of their teaching innovation in achieving the course objectives and more generally, in enabling the students to learn in the best and most interesting way.

      (b)

      Not eligible for the award are faculty with a poor track record in teaching (e.g., frequently absent, consistently late in class, late in submitting grades, the subject of complaints regarding unfairness in treatment of students or unethical teaching practices).

      11.2.7.3

       Scope of the Award

      (a)

      A teaching innovation may be a novel teaching style, strategy, approach as reflected in class exercises, activities, active/interactive learning materials, etc. The purpose of the innovation is as follows:

      • To facilitate the understanding especially of difficult concepts, theories or methodologies;
      • To stimulate learning by making the learning process more effective and/or infusing students with a desire to learn.

       

      (b)

      Awards shall be given to the different learning domains.

      • One (1) award each for the Arts and Humanities cluster and the Social Sciences (including Philosophy, Law, Economics and Management);
      • Two (2) awards for the Natural Sciences and Mathematics (because these fields have the largest number of faculty System-wide).

       

      11.2.7.4

       Value of the Award

      The value of each award shall be PhP75,000. The awards shall be given out during the annual Academic Distinction ceremony.

      11.2.7.5

       Requirements

      (a)

      The candidate must submit a statement of their philosophy and practice of teaching, including views on teaching in general, perspective on classroom pedagogy, and reflections on teaching experience.

      (b)

      The candidate shall also present an explanation of the teaching innovation.

      • What it is,
      • How it meets the learning objectives,
      • How it compares with the usual way of teaching the course.

      The candidate shall also submit the teaching/learning materials, activity sheets, exam questions, class exercises, etc.

      (c)

      Background information is also useful, such as the course syllabus (including reading list and requirements), and information on how many semesters the candidate has taught the course, when the innovation was introduced and why, and improvements made after initial use.

      (d)

      To demonstrate the effect of the innovation, candidates shall also present the following:

      • Feedback from students, including special instruments devised to gauge the effectiveness of the teaching situation,
      • Report on student performance.

      (e)

      The candidate shall also provide information on previous awards received, if any.

      11.2.7.6

       Criteria

      (a)

      The substance and form of the innovation must demonstrate that the activity or approach under review is different from and an improvement over existing teaching methods in the field/discipline.

      (b)

      The innovation serves the objectives of the course.

      (c)

      The innovation is effective as a pedagogical tool, that is, it stimulates learning, explains the course content clearly, and invites students to engage actively in class discussions and activities.

      11.2.7.7

       Selection Process

      (a)

      Faculty who believe they qualify for the award shall send the information above to the Chancellor. The screening process shall be two-tiered. At the campus level, the Chancellor shall form a committee to do the following:

      • Screen out faculty who do not qualify for the award, either because their track record is poor or their innovation, dull or ineffective,
      • Prioritize all the rest.

       

      (b)

      The President shall create a System committee to recommend the recipients of the award. The committee (and the President) may interview the candidates and ask them to demonstrate their innovations. In addition, the candidates’ peers and former students may also be interviewed.

      (c)

      Faculty may be awarded only once for the same innovation but may qualify for another innovation.

    • 11.2.8 Gawad Pangulo for Progressive Teaching and Learning Award

      The UP System Gawad Pangulo for Progressive Teaching and Learning is a competition that aims to recognize faculty who are outstanding in course development and teaching. This competition aims to showcase the university’s outstanding educators who enrich the course content and innovate in pedagogy while continuing to uphold the fundamental value and relevance of their courses (see 1272nd BOR meeting, 25 August 2011; 1277th BOR meeting, 26 January 2012; OP Memorandum No. PAEP 13-38, 15 November 2013; OP Memorandum No. PAEP No. 15-32, 8 June 2015).

      The one-time competition will be held in two rounds. Selected applicants during the first round will be given a cash grant for the preparation of presentation materials that will be used at the UP System-wide competition event (second round).

      11.2.8.1

       Eligibility

      (a)

      A regular faculty member who has been teaching for at least two (2) years, a 3-unit undergraduate majors lecture course or a 3-unit graduate lecture course in any discipline, that is offered at least once a year, can participate in the competition.

      (b)

      The faculty member is responsible for preparing at least one-half of the course syllabus and materials.

      (c)

      The faculty member teaches at least one-third of the course.

      11.2.8.2

      Competition Requirements

      (a)

      Round 1 – the following must be submitted:

      • Accomplished OVPAA Gawad Pangulo Round 1 Form 9.1;
      • Degree program coordinator and unit head’s nomination;
      • Co-teachers’ certification, if any, and the degree program coordinator and unit head, that the nominee is eligible for the nomination (see the Eligibility Criteria);
      • SET (Student Evaluation of Teachers) scores of the nominee in the last two (2) years;
      • Number of students of the nominee in the course in the last two (2) years;
      • Teaching-learning philosophy and strategy of the nominee (750 words);

      • Course description, objectives and syllabus - Please highlight the fundamental and new knowledge presented in the course;
      • Course materials - Please provide examples of fundamental and updated reading materials, including materials on one’s creative work and/or research and/or public service, used in the course;
      • Course plan and schedule of activities - Please provide examples of traditional and innovative activities; e.g., lectures (video or audio excerpts), exams, problem sets, case studies, group discussions, special projects and other assignments;
      • Student consultation and communication plan;
      • Student evaluation tools and basis for grading;
      • Information on three (3) possible judges with expertise in the discipline or a closely 
related discipline (faculty members from the following: the home unit, UP outside the home unit, outside UP).

      (b)

      Round 2 – the following must be submitted:

      • Accomplished OVPAA Gawad Pangulo Round 2 Form 9.2;
      • One (1) studio-quality video of the finalist’s most important or core lecture in the course;
      • Two (2) studio-quality audios (and script/text) of lectures of the finalist with synchronized power point slides;
      • One (1) “advertisement” of the importance and relevance of the course to students in relation to a degree program and to a career path;
      • Plan for assigning fundamental and updated reading materials in the course;

      • Plan for non-didactic activities; readings, critiques and group discussions, a plan for laboratory-, field-, OJT-, community-based activities, relevant site visits, online engagement plan for team-teaching the course and inviting expert guest lecturers (UP and non-UP professors, including foreign professors and resource persons);
      • Plan for using MOOCs (massive online open courses) of Filipino and world experts on topics in the course;
      • Other progressive, innovative course strategies and activities;
      • Proposed revisions of SET for the course to properly evaluate new progressive teaching and learning;
      • Proposed revisions of faculty teaching workload of the course that considers new;
      • Progressive teaching and learning;
      • 30-minute presentation by the finalist of the highlights of the requirements for Rounds 1 and 2 in a UP System-wide competition event, including a 10-minute live lecture on a specific topic in the course

    • 11.2.9 Advanced Technology Award

      The Award recognizes pioneering and concrete technological achievements and innovations. The underlying goal is to encourage interest in creation and invention among faculty, REPS, and staff [1178th BOR meeting, 29 January 2004; OVPAA memo no. 04-64, 22 March 2004; OVPAA Memorandum No. 04-64 (22 March 2004); In Support of a Culture of Scholarship and Excellence: Faculty Development, Grants, and Awards” UP System Manual Series 1, OVPAA, 2004]

      11.2.9.1

       Purpose

      In addition to excellent teaching innovations, outstanding publications in English and Filipino, and acclaimed works in the visual and performing arts, pioneering technological inventions are valued intellectual products of the University. Not only do they constitute proof of a vibrant intellectual life; their applications have the potential to improve the quality of life. The Advanced Technology Award recognizes the achievement in the field of technology.

      11.2.9.2

       Eligibility

      Full-time faculty, REPS, and staff, whether individually or as a group, may be nominated for the Award.

      11.2.9.3

       Scope of Award

      A maximum of two (2) awards shall be given for a specific technological innovation in any discipline completed in the year preceding the Award. Broadly defined, technological innovation includes any new or improved product, material, process, equipment or system of scientific or technical origin.

      11.2.9.4

       Criteria

      The basic criteria for evaluating entries include: scientific features and technical merit, pioneering nature, applications and potential impact on end-user.

      11.2.9.5

       Requirements

      (a)

       The candidates must submit a description of the entry, explaining its primary function and features.

      1. What it is, what it does, how it works
      2. Principles and theories involved
      3. How it compares with or improves on other current products/processes
      4. Current or possible future applications; potential impact on end-user

      The write-up, while intended for a technically literate audience, should maintain a readable style as that of scientific American, Science, Technology Review or similar publications.

      (b)

       Documents shall be sent to the Chancellor, e.g., citations, testimonials from users, recommendations from experts, patents, patent applications, relevant publications

  • 11.3 TEACHING AWARDS

    Currently, there are two System-level Teaching Awards: (a) Washington Sycip Award for Best General Education Learning Material and (b) Concepcion Dadufalza Award for Distinguished Achievement.

    • 11.3.1 Washington Sycip Award for Best General Education Learning Material

      To further support the revitalization of the General Education program, outstanding teaching/learning materials developed by faculty who teach GE courses are recognized and awarded the "Washington SyCip Award for Best General Education Learning Material". (1191st BOR Meeting, 10 December 2004]

      11.3.1.1

      Purpose

      The Award aims to recognize excellent teaching and/or learning materials developed by faculty and staff for courses in the General Education (GE) program of the University. The Award complements the President's Award for Teaching Innovation by focusing on GE instructional materials that enhance the teaching of GE courses, support the liberal arts philosophy and objectives of the GE program, and showcase the best of the- University's teaching mission.

      11.3.1.2

      Eligibility

      Full-time faculty and REPS faculty who developed teaching/learning materials for GE courses they teach maybe nominated for the Award. The Award maybe given to an individual or group; in the latter case, all members of the team who developed the materials shall be eligible, provided they are full-time staff of the University.

      .

      11.3.1.3

      Scope of the Award

      (a)

      The Award covers original instructional (teaching or learning) materials developed by the nominee for a GE course.

      (b)

      The material maybe print (e.g. textbooks, primary reference materials), electronic/multi-media, or a combination of both.

      (c)

      The material must have been used for at least one (1) semester to allow for appropriate evaluation of effectiveness.

      (d)

      The material must be a primary teaching or learning resource used substantially throughout the course. Materials produced for single or limited number of lessons or lectures is not qualified.

      (e)

      A maximum of two (2) awards shall be given for material completed within the last two (2) years preceding the Award.

      (f)

      Faculty, REPS, and staff maybe awarded only once (1) for the same material but may qualify for another material.

      11.3.1.4

      Value of the Award

      The Award, in the form of a specified amount to be divided equally in the case of a group, shall be given annually during the Academic Distinction ceremony.

      11.3.1.5

      Requirements

      (a)

      The nominee must submit a copy of the entry, together with a write-up that addresses the following:

      • Why the material was developed and its development process;
      • Pedagogical features of the work;
      • How the material enhances learning;
      • How the material is used in (and outside) the classroom;
      • For electronic or multi-media materials, a description of software/ hardware requirements.

       

      (b)

      Fact-sheet specifying:

      • GE course where material is used; course syllabus; supplementary materials used together with the nominated material; previous material used, if any;
      • Semester when material was used; number of sections, number of students, and professors who used the material.

       

      (c)

      To demonstrate the effectiveness of the material, nominees shall present feedback from students and faculty members using the material and other evidence of the material's impact such as results of special instruments used for evaluation.

      11.3.1.6

      Criteria

      (a)

      The material shall be judged primarily on its educational value. Innovation, high quality of content and design, functionality and ease of use all contribute to superior pedagogical value.

      (b)

      The material must make instruction better and more effective in terms of meeting course objectives.

      (c)

      The material must have significant impact on the learning opportunities, experiences, and learning outcome of users.

      11.3.1.7

      Selection Process

      (a)

      Departments shall send their nominations to the Chancellor. At the campus level, the Chancellor shall form a committee to do the following:

      •  Screen out the nominees whose materials are weak or lacking in merit and assess the merit of the nominees’ material;
      •  Prioritize the rest.

       

      (b)

      The Chancellor shall send the CU recommendations to the VPAA, who shall convene the GE Council (or a subcommittee from among its members) to review the CU recommendations and endorse the recipients of the Award to the President. The screening body and the President may require an interview of the nominees and a presentation especially in the case of electronic/multi-media material.

    • 11.3.2 Concepcion D. Dadufalza Award for Distinguished Achievement

      The UP Board of Regents established this Award in honor former professor of the University, Professor Concepcion D. Dadufalza, on the occasion of her 50th year of teaching at the University of the Philippines. The Award aims to honor individuals of distinction, to keep alive the selfless vision and values of Professor Dadufalza. The Award is given to an outstanding individual who has excelled in their craft, or who has contributed significantly to important causes in society [1143rd BOR Meeting, 29 June 2009]

      The following are the guidelines for the award:

      (a)

      Anyone who has been affiliated with UP as a student, faculty member, researcher, or administrator can qualify as recipient of the award.

      (b)

      Individuals may apply directly for the award or may be nominated by other persons or groups.

      (c)

      Each application or nomination should include:

      • Curriculum vitae consisting of no more than five (5) pages;

      • Signed statement by the applicant or nominee indicating willingness to abide by the rules and requirements of the award.

      (d)

      Testimonials, statements of authority, citations, award or honors received which evaluate the worthiness of the applicant or the nominee may be attached.

      (e)

      The OVPAA should receive all applications and nominations on or before 15 February of every year. The awarding ceremony will be held in the 3rd week of June.

      (f)

      The Vice President for Academic Affairs and the Vice President for Public Affairs will constitute a committee to select the awardee from among the applicants and nominees. The committee, if it desires, may schedule an interview with the applicants and nominees. The committee will announce their choice in 15 April of the year.

      The awardee will be asked to deliver a lecture relating to the concept of distinguished achievement (what it means, what responsibilities it entails, why one should strive for it, etc.) to be held in UP every June, with Professor Dadufalza’s representative as special guest. The lectures will be compiled and published every five (5) years.

  • 11.4 SPECIAL APPOINTMENTS

    The University has several categories of faculty positions that may be designated as “Special Appointments.” These are: Professor Emeritus, University Professor, Artist-in-Residence, UP Scientist, and UP Artist. 

    • 11.4.1 Professor Emeritus

      Retired University Professors and Professors who have rendered at least fifteen (15) years of faithful service to the University and who have distinguished themselves as productive scholars, artists or scientists or have been acknowledged as effective and dedicated teachers are conferred the title “University Professor Emeritus” or Professor Emeritus (simply Professor Emeritus to refer to both) [Article 207 of the Revised University Code, amended at the 1281st BOR meeting, 26 July 2012].

      The rank of Professor Emeritus is a title for life. In other words, once a faculty is appointed as such, the appointment need not be renewed.  The faculty may be given a teaching or research assignment by the Dean of a college, subject to the approval of the Chancellor. If there is a need for the teaching services that cannot be met by any regular faculty member or lecturer, a Professor Emeritus even over seventy (70) years old may be given a teaching assignment subject to the approval of the President. [OP Executive Order No. 3, 7 June 1993].

      11.4.1.1

      Selection Criteria

      (a)

      Be a retired faculty, with full Professor rank, who at the time of the retirement, have had fifteen (15) years or more of active and faithful service to the University, reaching the highest rank of Professor 12 upon retirement, or in exceptional cases, Professor 9 with achievements equivalent to Professor 12. Only a professor who has been promoted to the highest professor rank deserves the title. Emphasis is given to the exceptional quality of the achievements rather than the period of service [1281st BOR meeting, 26 July 2012];

      (b)

      Be acknowledged in UP to have demonstrated significant leadership in raising the standards of the University with respect to teaching, research or creative activity and/or have demonstrated excellent teaching skills and contributed significantly to the education of students who subsequently have achieved recognition or excellence in their fields [UP Diliman Executive Committee Resolution, 8 August 2001];

      (c)

      Be acknowledged leaders in their field of research or creative activity. This national and international leadership would be documented by (a) notable contributions to research published in leading refereed journals and/or books and creative accomplishments widely recognized for excellence, (b) prestigious awards and citations, and (c) substantial records of invited lectures or performances delivered at prestigious institutions [UP Diliman Executive Committee Resolution, 8 August 2001].

      (d)

      Not be connected to another academic institution at the time of appointment [UP Diliman Executive Committee Resolution, 8 August 2001]

      (e)

      Have not been found guilty of any administrative and/or criminal charge [UP Diliman Executive Committee Resolution, 8 August 2001].

      11.4.1.2

      Privileges of a Professor Emeritus

      The title of Professor Emeritus is honorific and as such, does not carry monetary remuneration.

      Being Professor Emeritus is an honor that includes the following lifetime privileges [UP Diliman Executive Committee Resolution, 8 August 2001]:

      (a)

      Certificate indicating Professor Emeritus status;

      (b)

      Inclusion in the faculty listing in the catalogue and directory;

      (c)

      Inclusion in the Directory of Professors Emeriti (to include short biography) both in print (to be made available in the libraries and UP offices) and in electronic version (to be included in the UP web page);

      (d)

      UP ID card;

      (e)

      Library privileges;

      (f)

      Inclusion in UP mailing list for UP Newsletters and similar publications;

      (g)

      Access to a common Professor Emeriti room with computer facilities, e-mail, and other amenities;

      (h)

      E-mail account;

      (i)

      Health service privilege at the UP Health Service (for Prof. Emeritus only, family not included);

      (j)

      Invitations to conferment of honorary degrees and graduation exercises;

      (k)

      Free admission to cultural shows in UP

      11.4.1.3

      Service to the University

      A Professor Emeritus may be given a teaching assignment if there is a need for their services or research/creative work, subject to the approval of the Chancellor, upon the recommendation of the research/ creative work, the Professor Emeritus receives a monthly transportation allowance in the amount of PhP 20,000.00 per month [1265th BOR Meeting, 17 December 2010].

      Teaching assignments are given in order to meet the exigencies of the service, as justified by the head of the unit. Honorarium shall be given for up to three (3) units teaching load only [approved at the 1265th BOR Meeting, 17 December 2010; and 1272nd BOR meeting, 25 August 2011]. Alternatively, the Professor Emeritus can do research on a specific topic, covered by a Memorandum of Agreement [UP Diliman Executive Committee Resolution, 8 August 2001].

      The research/creative work will be subject to existing University guidelines such as the following [approved at the 1265th BOR Meeting, 17 December 2010; and 1272nd BOR meeting, 25 August 2011]:

      (a)

      The research/creative work must be within the thrusts of the unit;

      (b)

      A research/creative work proposal shall be submitted to the head of the unit describing the expected output(s). The approval of the conduct of the research by the head of unit does not mean approval of financial support; and

      (c)

      Annual reports of accomplishment shall be submitted to the Office of the Vice Chancellor for Research and Development (OVCRD) and a contract fee following the usual mode of payment for contract research.

       

      Professors Emeriti will be provided with an annual operating allowance to pursue the proposed research/creative work amounting to PhP 50,000.00. This amount will be used for the production of teaching materials, or in the pursuit of research/creative work (e.g. purchase of laboratory supplies, professional fees for artists/draftsmen, printing, etc.). [1265th BOR meeting, 17 December 2010; 1272nd BOR meeting, 25 August 2011].

      The intention of the annual operating allowance is to cover expenses within the year. The head of the unit shall recommend to the Chancellor, through channels, the recommendation for the schedule of payment of the annual operating allowance of the Professor Emeritus, with the latter’s letter of request and project proposal.       The Professor Emeriti are encouraged to publish their reports in peer-reviewed national or international journals, as chapters in a book, or in other forms. Affiliation with the University of the Philippines must be indicated. Public lectures and performance (for artists) are also encouraged [approved at the 1272nd BOR meeting, 25 August 2011].

      Likewise, in recognition of their outstanding scholarship and achievements in their respective fields, University Professor Emeriti, as well as the University Professor, may be given PhP 250,000.00/annum, net of tax, through a research contract in order to support their researches and creative works [approved at the 1137th BOR meeting, 24 November 2005].

    • 11.4.2 University Professor

      [1009th BOR meeting, 26 February 1988; revised at 1109th BOR meeting, 29 May 1997]

      University Professor shall be the highest rank in the University of the Philippines. It shall be conferred by the Board of Regents, on recommendation by the University President, upon a select few among the faculty in active service, for exemplary achievement in their field.  Once conferred, it shall be co-terminus with service to the University unless revoked for very serious cause.

      The University Professors may be assigned to do research, give lectures, or conduct seminars on the subject(s) of their specialization in any college or unit of the University; and they shall be directly accountable to the University President. They may receive allowances or honoraria for various services rendered.

      Appointment as University Professor carries the following benefits:

      (a)

      University Professor is a faculty position with a salary equivalent to that of a Chancellor.

      (b)

      Since University Professor is a faculty position, a University Professor shall be entitled to all benefits that accrue to that position, including salary increases and salary adjustments.

      (c)

      Appointment to the rank of University Professor shall carry with it entitlement to a professorial chair.

      (d)

      In recognition of their outstanding scholarship and achievement in their respective fields, University Professors in active service shall receive the University Professor Grant (see Section 11.2.1 for the details of the grant) in the form of a research contract in order to support their research and creative work. Fifty percent (50%) shall be paid upon submission of the project title and the balance, upon submission of the manuscript or creative work [1137th BOR meeting, 25 November 1999; In Support of a Culture of Scholarship and Excellence: Faculty Development, Grants, and Awards, UP System Manual Series, OVPAA, 2004].

    • 11.4.3 Artist-in-Residence

      Highly qualified and deserving faculty members in the creative arts (literature, fine arts, music, etc.) may be appointed to the position of Artist-in-Residence on recommendation by the President to the Board of Regents [851st BOR meeting, 29 August 1974; superseded at 887th BOR meeting, 26 May 1977; amended at 927th BOR meeting, 29 May 1980; further amended at 985th BOR meeting, 28 February 1986].

      11.4.3.1

      Appointment [887th BOR meeting, 26 May 1977; amended at the 927th UP BOR Meeting, 29 May 1980]

      (a)

      The title Artist-in-Residence shall specify, whenever feasible, the artistic field, e.g., Playwright-in-Residence.

      (b)

      More than one deserving faculty member in each category may be appointed at the same time; for example, there may be ten (10) or twelve (12) artists-in-residence at any given time and, among these, there may, for example, be three (3) playwrights-in-residence, two (2) sculptors-in-residence, etc.

      (c)

      Except in highly meritorious cases, no faculty member who is regularly performing administrative functions may be appointed Artist-in-Residence.

      (d)

      Members of the Artist-in-Residence Committee and holders of UP Professorial Chairs are NOT eligible to an Artist-in-Residence appointment.

      11.4.3.2

      Term [887th BOR meeting, 26 May 1997; amended at the 927th BOR meeting, 29 May 1980; and 985th BOR meeting, 28 February 1986]

      (a)

      An Artist-in-Residence shall serve for a term of one (1) year, without prejudice to renewal for the same period, provided that no artist-in-residence shall serve for more than three (3) consecutive years.

      (b)

      Reappointment may be recommended after three (3) years have elapsed from the termination of the last appointment as Artist-in-Residence.

      11.4.3.3

      Privileges [887th BOR meeting, 26 May 1977]

      (a)

      A teaching load of not more than six (6) units but not less than three (3) units per semester or trimester.

      (b)

      An honorarium in addition to the full salary.

      (c)

      Temporary enjoyment of cumulative vacation and sick leaves during the period of appointment.

      11.4.3.4

      Obligations [887th BOR meeting, 26 May 1977; amended at the 927th BOR meeting, 29 May 1980]

      The Artists-in-Residence will, at least once a year:

      11.4.3.4.1

      Share with the University Community their creation and insights into art through some appropriate activity (e.g., art exhibit, poetry reading, dramatic performance, etc.).

      11.4.3.4.2

      Report to the Committee on Artist-in-Residence on the progress of their work.

    • 11.4.4 UP Scientist

      The University of the Philippines is the home of the largest group of the finest scientists in the country. These scientists have been continuously providing first-rate contributions towards national progress through their discoveries and inventions published in reputable journals here and abroad. And their expert knowledge has been applied to policy development as well as to the scientific understanding and solutions of social issues. Many of the UP scientists have become esteemed national and international experts in their own disciplines [Guidelines on the UP Scientific Productivity System, OVPAA, 2006].

      Scientific productivity in academia is universally measured by the ability to publish in refereed reputable journals and books. For this reason, only refereed publications shall be, giving more weight to scientific and technological books published by prestigious publishers and to refereed publications in ISI journals. Scientific standing and peer recognition are best gauged by membership in prestigious international bodies and peer review groups and prestigious international scientific awards. The evaluation criteria and rating system reflect these standards. They also recognize technological productivity in the applied sciences [1199th BOR meeting, 26 August 2005].

      The University has been supporting its scientists through provision of research funds and honoring those who have distinguished themselves in their specialized disciplines with different types of awards. The rightful nurturance of these distinguished scientists by the University is now embodied in the “UP Scientist” Award. The UP Scientific Productivity System Award bestows not just esteemed recognition but also material incentives and a conducive environment that fosters advanced scientific productivity for national development [1199th BOR meeting, 26 August 2005].

      11.4.4.1

      General Principles [Guidelines on the UP Scientific Productivity System, OVPAA, 2006]

      (a)

      The conferment of the UP Scientist title shall be based on qualifications and merit.

      Faculty members and researchers with doctoral degrees in fields of study in which they are being considered, or MD with MS/MA, with consistent scholarship within the period required in the Guidelines shall be evaluated using a set of high standards that will put “UP Scientists” in their rightful place in the international community of scholars. Only the best and the most deserving shall be conferred the title. The conferment shall be temporary, thus, only those who are productive shall be considered for another conferment and may even be promoted.

      (b)

      Scientific productivity shall be evaluated based on the following general criteria:

      • Scientific publications in refereed reputable scientific journals and books
      • Peer-reviewed technological outputs
      • Scientific standing in the international science community
      • Professional standing in the international science community

      (c)

      The merit rating system shall take into consideration the following:

      • The variations in the landscape among disciplines within the University;
      • The relative weights in the rating system will reflect the significance of the source of points;
      • Sense of proportionality regarding relative weights of point system;
      • Expectations for each Scientist rank - the higher the rank, the higher the expectations.

      (d)

      Scientific productivity in academia is universally measured by the ability to publish in refereed reputable journals and books. Thus, only refereed scientific publications shall be considered. Technological outputs in the applied sciences shall be considered if they are patented or are peer-reviewed by appropriate means.

      (e)

      Scientific and professional standings in the international science community are measured by peer recognition of one’s achievements and scientific contributions, gauged by membership in prestigious international bodies and peer review groups, and prestigious international scientific awards.

      (f)

      Although teaching, extension work, and the training of other scientists are important functions of an academic, these criteria shall not be considered under the UP Scientific Productivity System. As the name implies, it is scientific productivity that is being recognized. Moreover, teaching and public service deserve their own award system. Also, performances in these functions are already considered when being evaluated as faculty for promotions, tenure and other awards (1199th BOR meeting, 26 August 2005).

      (g)

      Conferment of the UP Scientist title shall be temporary, for a period of three (3) years, renewable or upgraded depending on one’s productivity. It shall be in the nature of an additional recognition, to be given by UP as an Award, called UP Scientific Productivity Award.

      11.4.4.2

      General Guidelines

      11.4.4.2.1

      Nature of Appointment [Guidelines on the UP Scientific Productivity System, OVPAA, 2006]

      (a)

      Productive UP scientists shall be conferred the title “UP Scientist“ depending on scientific productivity:

      • UP Scientist I
      • UP Scientist II
      • UP Scientist III

      (b)

      Conferment of the UP Scientist title shall be temporary. It shall be in the nature of an additional recognition, to be given by UP in the form of title with a monetary award.

      (c)

      Regular, full-time faculty, research faculty, and researchers (REPS) in active service who belong to the scientific disciplines covered by the Scientific Career System and meet the minimum qualifications for initial appointment (see UP SPS Guidelines Table 1: Minimum Requirements for Initial Appointment) may be considered for the title of UP Scientist.

      (d)

      After three (3) years, the Scientist shall be evaluated for the purpose of conferment of the Award for another three-year period and if merited, for promotion in rank.

      (e)

      Faculty, Faculty Researchers, and REPS shall retain their ranks as UP faculty, faculty researchers, and REPS when they join the System and may be promoted as faculty, faculty researchers, or REPS accordingly.

      (f)

      Faculty, Faculty Researcher or REPS rank shall remain the basic rank, on which retirement and other benefits will be based.

      11.4.4.2.2

      Admission into the System

      (a)

      UP personnel shall be admitted into the system to the extent that they meet the minimum requirements for initial appointment (see UP SPS Guidelines Table 1: Minimum Requirements for Initial Appointment) and subject to the availability of funds [1199th BOR meeting, 26 August 2005].

      (b)

      Nominees must have at the minimum a PhD degree in the field for which they are being conferred the Scientist rank or MD with MS/MA degrees [1199th BOR meeting, 26 August 2005].

      (c)

      The following shall be the criteria for evaluation [Guidelines on the UP Scientific Productivity System, OVPAA, 2006]:

      • Scientific Productivity as measured by scientific publications, significant technological output and discoveries;
      • Scientific Standing; and
      • Professional Standing.

      (d)

      A merit rating system for the evaluation of nominees shall be followed (see UP SPS Guidelines Table 2: Revised Rating System for Evaluation of Nominees)

      11.4.4.2.3

      Re-appointment/Promotion in the UP SPS System [1199th BOR meeting, 26 August 2005]

      (a)

      Scientists shall be evaluated every three years using the merit rating system in UP SPS Guidelines Table 2: Revised Rating System for Evaluation of Nominees.

      (b)

      To be conferred the UP Scientist title for another three-year period at the same rank or promoted to a higher rank, the Scientist must meet the requirements stated in UP SPS Guidelines Table 3: Retention/Promotion, based on accomplishments in the three (3) years since the last conferment.

      11.4.4.2.4

      Readmission to the System

       

      Scientists who are not conferred the UP Scientist rank upon evaluation after the three-year period may apply after two or more years and must meet the requirements for initial conferment (see UP SPS Guidelines Table 1: Minimum Requirements for Initial Appointment). The evaluation for re-admission into the System shall be based on accomplishments within a five (5) year period [1199th BOR meeting, 26 August 2005].

    • 11.4.5 UP Artist

      Art productivity in the University is embedded in an academic setting. The artists in the academic community are those whose diverse talents and skills in the production of art enhance their effectiveness as educators. In that community, the creative and the scholarly are inseparable aspects of art production and ought to enjoy equal valuation. Therefore, in elevating outstanding members to the status of UP artists, professors distinguished by the quality of their creative output and professors and professors notable for their scholarship in the arts deserve to be judged as of equal stature [1299th BOR meeting, 31 July 2014].

      Arts Productivity System should include productivity in the creative arts, and/or arts scholarship [1299th BOR meeting, 31 July 2014]. The UP Arts Productivity System (APS) is conceived as the counterpart for the arts of the UP Scientific Productivity System, and is aimed at encouraging outstanding productivity in the creative arts or in art scholarship for national development. Deserving artists and art scholars in the faculty, research staff and administrative personnel will receive rank of Artist I, II, or III. This rank will be a recognition given by the University as an award, to be called the UP Arts Productivity Award [1239th BOR Meeting, 17 December 2008].

      Under the APS, UP faculty members, research faculty, REPS and administrative personnel will be evaluated using a set of high standards, which will enable both UP artists and UP art scholars to occupy their rightful place in the international community of artists/scholars. The title will be conferred on only the most deserving to be determined by a rigid screening system designed by a committee of peers and approved by the Board of Regents. They will hold the title for three (3) years, renewable depending on performance. Thus, only those who are productive and continue to be productive shall be considered [1239th BOR meeting, 17 December 2008].

      The UP artist rank will carry monetary awards based on the UP Scientific Productivity System, i.e. PhP150,000, PhP200,000, and PhP250,000 annually for UP Artist I, II, and III, respectively. This program shall be funded from a UP Arts Productivity System Endowment Fund, established by the Board of Regents [1299th BOR meeting, 31 July 2014].

      11.4.5.1

      General principles

      (a)

      The “UP Artist” is an artist and/or an arts scholar [1239th BOR meeting, 17 December 2008].

      (b)

      “Artistic productivity” is understood to mean the sustained production of works of arts, such as musical compositions, novels, performance, exhibits, etc., as well as the production of works of arts scholarship [amended at the 1299th BOR meeting, 31 July 2014].

      (c)

      The “arts” include but are not limited to: music, literature, visual arts and design, film and media arts, theatre, dance, architecture, and art criticism [amended at the 1299th BOR meeting, 31 July 2014].

      (d)

      “Artistic productivity” is measured by [1239th BOR meeting, 17 December 2008]:

      1. Publication, presentation, exhibition, performance, etc. of works of art in high quality/density digital and hard copy colored formats, whenever applicable;
      2. National and international recognition (through awards, distinction, etc.);
      3. Peer-review (through critiques, citations, reviews, etc.);
      4. Professional standing in the community, national and international.

      (e)

      Artistic and scholarly outputs may be mono-disciplinal, multi-disciplinal and cross-artistic disciplinal [1239th BOR meeting, 17 December 2008].

      (f)

      A committee of peers will evaluate the applicant’s body of work [1239th BOR meeting, 17 December 2008].

      (g)

      Only complete and properly documented applications in all art genres applied for will be considered [1239th BOR meeting, 17 December 2008].

      11.4.5.2

      Implementing Guidelines

      11.4.5.2.1

      Nature of appointment

      (a)

      Regular full-time faculty members, research faculty, REPS, and administrative personnel in active service and regular part-time (occupying a regular item but teaching part-time) in continuous service for five (5) years at the time of application who contribute to the arts and humanities disciplines, and meet the qualifications described in the rating system for evaluation of nominees, may apply for appointment as UP Artist [amended at the 1299th BOR meeting, 31 July 2014].

      (b)

      Conferment of the title of UP Artist is temporary. It will be in the nature of an additional recognition in the form of a title and a monetary award [1239th BOR meeting, 17 December 2008].

      (c)

      For the first appointment, the applicant’s output for the last five (5) years prior to application shall be considered for the evaluation of the application [1239th BOR meeting, 17 December 2008].

      (d)

      The rank of faculty, research faculty, REPS and administrative personnel shall remain the basic rank, on which retirement and other benefits will be based [1239th BOR meeting, 17 December 2008].

      11.4.5.2.2

      Admission to the System

      (a)

      UP faculty members, research faculty, REPS and administrative personnel shall be admitted into the System to the extent that they meet the minimum requirements indicated in the present rating system and subject to the availability of funds [amended at the 1299th BOR meeting, 31 July 2014].

      (b)

      The criteria for evaluation described in the General Principles will be applied based on the present rating system [amended at the 1299th BOR meeting, 31 July 2014]:

      1. To earn the rank of UP Artist I, the applicant must earn at least seventy (70) points;
      2. To earn the rank of UP Artist II, the applicant must earn at least ninety-five (95) points;
      3. To earn the rank of UP Artist III, the applicant must earn at least one hundred twenty (120) points.

      11.4.5.2.3

      UP Artist I Scoring Guide [1299th BOR meeting, 31 July 2014]

      Points must be earned through artistic outputs as indicated in the present rating system for the different arts. (Refer to the Application Form with the Scoring Guide)

      Artistic outputs considered acceptable are reflected in the first vertical column of the table of the present rating system for a specific arts area (e.g. “Direction: full-length play” for Theater). The maximum points that each output may earn is reflected in the second vertical column (e.g. 25 points).

      Points may be earned through the measures listed in the horizontal space at the top of the grid/ table for each art (e.g. “primary performance, repeat performance, awards/recognitions, etc.). The maximum points that may be earned for each category is reflected in the other vertical columns (e.g. for full length plays, awards, international = 7.5 points). This means that this particular play may only earn a maximum of 7.5 points for the category of awards, no matter how many awards it wins. It cannot earn 7.5 points for each award won.

      11.4.5.2.4

      UP Artist II Scoring Guide [1299th BOR meeting, 31 July 2014]

      To qualify for Artist II, an applicant must earn the required number of points through artistic outputs as indicated in the present rating system. In addition, some of these points must be earned through the recognition of the quality of these artistic outputs in the form of at least one award or distinction in the field.

      11.4.5.2.5

      UP Artist III Scoring Guide [1299th BOR meeting, 31 July 2014]

      To qualify for Artist III, an applicant must earn the required number of points through artistic outputs as indicated in the present rating system. Some of these points must be earned through honors/distinction. In addition, the applicant should attain recognition of outstanding achievement in their field through at least one (1) lifetime achievement award or distinction or at least three (3) national honors/distinctions.

      Honors or distinctions are not reflected in the table because they refer to lifetime achievement award or distinction rather than individual outputs.

      11.4.5.2.6

      Artist Awards [1239th BOR meeting, 17 December 2008]

      At least one of these distinctions is necessary for an applicant to cross-rank from Artist II to Artist III.

      An applicant who has won such a distinction will always be eligible for Artist III (provided the applicant earns the required number of points), even if the distinction was not earned during the period covered by the application. The justification for that is that such awards are usually given once in a person’s lifetime.

      Some awards, like the TOYM, TOWNS, Carlos Palanca Hall of Fame, CCP 13 Artists, are not lifetime achievement awards, but are higher than the awards for individual outputs because they refer to a body of work (e.g., in the case of the Carlos Palanca Hall of Fame, it refers to five (5) first prize awards). Such an award may earn additional points at the discretion of the sub-committees and/or committees of peers, but it is not sufficient to qualify him/her for Artist III.

      11.4.5.2.7

      Reapplication as UP Artist

      (a)

      UP Artist who had been accorded the APS award shall be evaluated every three (3) years on the following basis [1239th BOR meeting, 17 December 2008]:

      • For Artist I, the applicant must earn 55 points
      • For Artist II, the applicant must earn 70 points
      • For Artist III, the applicant must earn 85 points

      The points for each artist rank must be earned following the same criteria and measures described in the present rating system [amended at the 1299th BOR meeting, 31 July 2014].

      (b)

      Artists who are unable to gain re-admission into the System upon evaluation after the three-year period may apply again the succeeding year [1239th BOR meeting, 17 December 2008].

      Evaluation for re-admission into the System will be based on the accomplishments of three (3) years prior to application [1239th BOR meeting, 17 December 2008].

      11.4.5.2.8

      Evaluation Procedure [1239th BOR meeting, 17 December 2008]

      (a)

      The Ad-hoc Arts Productivity System Committee will produce a list of possible members for the Council of Peers from which members of sub-committees and committees for each art in each CU will be drawn. These persons will be distinguished practitioners in the different arts, which are also affiliated with UP, either as faculty members (regular faculty members, lecturers, retired faculty members, professor emeriti) or alumni. This list will be submitted to the Vice President for Academic Affairs. The UP President will appoint the members of the Council.

      (b)

      Applications will be submitted to the CU Sub-Committee of Peers (who are distinguished art practitioners) for the art to which the applicants believes they belong. The sub-committees in each CU will evaluate the applications, assign the corresponding points for each application, and recommend deserving applicants to the CU Committee of Peers. The CU Committee will review the recommendations of the subcommittees and recommend deserving applicants to the Chancellor. The Chancellor, drawing from the Council of Peers mentioned above, will appoint members of these subcommittees and committees.

      If any particular CU is unable to form such sub-committees or committee for whatever reason, it may endorse applications to UP Diliman, and these applications will be referred to the pertinent sub-committees/committees.

      (c)

      The Chancellor will forward these recommendations to the UP System Committee of Peers which will be chaired by the VPAA (or duly appointed faculty member) and will be composed of peers (artists) drawn from the Council of Peers mentioned above.

      (d)

      The UP System Committee will oversee the overall implementation of the APS. It will also recommend to the President the UP Artists from the different CUs to receive the title and the corresponding award. It will also regularly review the guidelines for implementation of the APS.

      (e)

      The final approval of conferment of the rank of UP Artist and the Arts Productivity Award shall come from the Board of Regents upon the recommendation of the President.

      Artists, who are unable to gain admission into the System upon evaluation, may apply again the following year. Evaluation for re-admission into the System will be based on the accomplishments of five (5) years prior to application.

  • 11.5 PROFESSORIAL CHAIR AND FACULTY GRANT AWARDS

    [Except otherwise indicated, the guidelines herein discussed were approved during the 1179th BOR meeting, 26 February 2004, which have superseded previous guidelines on these awards.]

    Professorial Chair Awards and Faculty Grant Awards are forms of recognition for achievement in the academe. They are granted to members of the faculty at the tertiary level who have distinguished themselves in their respective disciplines, in the areas of teaching, research, creative work and/or extension service.

    Both awards are supported by special endowments or special trust funds of University income. Professorial Chair Awards have bigger funding than Faculty Grants. Professorial Chairs are awarded primarily to senior faculty, although Assistant Professors may also be considered for the award. On the other hand, Faculty Grants are awarded to junior faculty, especially Instructors.

    Support for professorial chairs and faculty grants can be given on a three-year basis or on a yearly basis for three years, or as a special endowment fund (1309th BOR meeting, 22 July 2015).

    Since a professorial chair or faculty grant is an award to recognize achievement in the various fields or disciplines and general education, it is understood that:

    (a)

    The award is not automatic for faculty members of certain rank, but is given only after a thorough screening process emanating from the department/institute and college; and

    (b)

    The sole basis of the award is merit, as prescribed by the guidelines. That is, in keeping with the nature of the Professorial Chairs and Faculty Grants as awards – as recognition of outstanding achievement – emphasis shall be placed on the criteria and eligibility for the awards.

    The authority to establish professorial chairs and faculty grants rests with the Board of Regents upon recommendation of the President. The President confirms professorial chair awardees, while the Chancellor approves faculty grant awardees. Awardees shall receive a Certificate of Award from the President in case of System Chairs and Faculty Grants, and from the Chancellor in case of CU Chairs and Faculty Grants.

    • 11.5.1 UP Diliman Centennial Professorial Chair Awards and Faculty Grants

      UP Diliman Centennial Professorial Chair Awards and Faculty Grants [1223rd BOR Meeting, 22 August 2007; Memorandum No. SSC-08-03]

      In their 1223rd meeting on 22 August 2007, the Board of Regents approved the establishment of the UP Diliman Centennial Professorial Chairs and Faculty Grants with honoraria of PHP100,000.00 and PHP75,000.00, respectively. A total of 100 professorial chairs and faculty grants are awarded every year beginning in 2008.

      The awards are given out in two cycles each year: January – December and June – July. For the first cycle, the awards are given in February; for the latter, in August.

      In the meeting of the UP Diliman Executive Committee on 17 October 2007, it was agreed that to qualify for the Centennial Professorial Chair, the faculty must satisfy the following minimum requirements:

      (a)

      Must have a doctoral degree – in exceptional cases, or when there is no doctoral degree in the discipline, nominations for faculty without a doctoral degree may be considered;

      (b)

      Must show proof of research or creative output11.5.1.1s; and

      (c)

      Must show proof of mentoring, e.g., thesis/dissertation advising, being head of a laboratory with junior faculty as researchers, or other forms of mentoring listed in the Nomination Form

      Nominees who do not qualify for the Professorial Chairs are considered for the UP Diliman Centennial Faculty Grants

    • 11.5.2 Professorial Chair Awards in Various Fields

      The Professorial Chair Awards are established to recognize achievement of faculty members in the arts and humanities, social sciences and philosophy, mathematics, natural sciences and technology. These awards aim to encourage the faculty to advance knowledge and learning in the various fields and disciplines.

      • 11.5.2.1 Criteria and Eligibility

        (a)

        Professorial Chair Award recipients shall be selected from among the regular members of the faculty, including those on sabbatical, with the rank of Assistant Professor or higher. In addition, the recipient should have shown outstanding achievement in the following:

        • Teaching: Master of the subject, conscientious in preparation for teaching, explains well and clearly, earns respect of students on account of intellectual superiority;
        • Intellectual productivity: Active in scholarship, published in academic venues and/or exhibits or performs artistic work, contributes to the body of knowledge;
        • Service to the University and the larger community: Participates in University committees and activities, helps strengthen the institution, and engages in public service.

        (b)

        Faculty members at the pre-collegiate level, who taught regular courses at the tertiary level in the last two (2) years immediately preceding the Award might be considered for the Award, provided they satisfy the criteria above.

        (c)

        No limit shall be placed on the number of times a faculty member may receive the Award, the sole basis of the Award being merit, provided only one (1) Award is given at a time to a faculty member.

         

      • 11.5.2.2 Selection

        (a)

        The Dean shall announce to the faculty three (3) months before January 1 or July 1 of the year the number of slots available for the awards at the CU and System levels.

        (b)

        Any member of the faculty may make the nominations for the Award (including the Chairperson/Director and the Dean). The Departmental/Institute Academic Personnel Committee (or its equivalent in colleges with no departments/institutes) shall evaluate all nominations. The Chair submits their recommendations to the College Academic Personnel Committee (CAPC).

        (c)

        The CAPC and the Dean shall submit to the Chancellor the recommendations for the grant of the Award.

        (d)

        For System-wide Chairs, the nomination may be initiated by the department/institute, through the chairperson/director; by the college, through the Dean; or by the Academic Personnel and Fellowship Committee (APFC) or the CU Committee on Professorial Chairs, through the VCAA and the Chancellor. The President’s Committee on Professorial Chairs and Faculty Grants, whose members are appointed by the President, shall evaluate the nominations and recommend the candidates to the President.

         

      • 11.5.2.3 Grant of the Award

        (a)

        All recommendations for the Award shall be submitted to the President.

        (b)

        No person may be granted more than one (1) Professorial Chair Award within a calendar year.

        (c)

        Awardees shall receive a letter of Award, not an appointment (OC Memorandum No. ERR-04-046, 15 April 2004).

        (d)

        Each Professorial carries with it a cash award the amount of which is approved by the BOR.

      • 11.5.2.4 Acknowledgement of Professorial Chair Donors

        (OC Memorandum No. ERR-04-046, 15 April 2004)

        Professorial Chair holders are encouraged to send letters of acknowledgement to their respective donors, possibly with some feedback as how the professorial chair has contributed to their professional growth, and that of specific field of study.

        Colleges are likewise enjoined to be in constant touch with Professorial Chair donors. Inviting them or their representatives to attend professorial chair lectures is the University’s way of making donors aware of how their support to the academe is highly valued.

    • 11.5.3 Professorial Chair Awards in General Education (GE Chairs)

      The GE Chairs are System-wide Professorial Chair Awards granted to faculty members to recognize their achievement in promoting the objectives of the General Education Program, contributing to the philosophy or practice of general education, and encouraging faculty to apply pedagogical innovations toward the attainment of the goals of the program.

      • 11.5.3.1 Criteria and Eligibility

        (a)

        Recipients of a Professorial Chair Award in General Education shall be selected from among the regular members of the faculty, including those on sabbatical, with the rank of Assistant Professor or higher. In addition, the candidate should have taught a GE course for at least one (1) semester in the year prior to the Award.

        (b)

        A faculty member selected for the GE Chair Award must be an excellent teacher, able to match the broad grasp of the subject with a particular expertise. Attention shall be given to the candidate's ability to instill in students a desire for learning.

        (c)

        No limit shall be placed on the number of times a faculty member may receive the Award, the sole basis of the Award being merit, provided only one (1) award is given at a time to a faculty member.

      • 11.5.3.2 Selection

        (a)

        The VPAA shall announce the number of awards four (4) months prior to the grant of the Awards.

        (b)

        In addition to the usual procedure for selecting professorial chair awardees, nominations for the GE Chair may emanate from the GE Committee, GE Center Diliman, or a similar body created by the Chancellor at the Constituent University level for the purpose of overseeing and revitalizing the GE Program.

        (c)

        At the System level, the GE Council shall evaluate the nominations of the Constituent Universities and recommend the awardees to the President.

        (d)

        All other rules and procedures pertaining to the selection of professorial chair awardees that are not inconsistent with the above shall apply to the GE Chairs.

      • 11.5.3.3 Grant of Award

        (a)

        All recommendations for the Award shall be submitted to the President.

        (b)

        No person may be granted more than one (1) Professorial Chair Award within a calendar year.

        (c)

        Awardees shall receive a Letter of Award, not an appointment (OC memo no. ERR-04-046, 15 April 2004).

    • 11.5.4 Faculty Grant Awards

      Aside from Professorial Chair Awards, Faculty Grant Awards are also given as recognition for outstanding achievement usually to faculty of lower rank. The Chancellor shall approve the Faculty Grant Award subject to the selection process provided for Professorial Chair Awards; provided that a faculty member who is granted a Professorial Chair Award may not be selected at the same time for a Faculty Grant Award.

      Any regular faculty member with outstanding academic, teaching and research credentials may be considered for the Award. Faculty members on sabbatical, or those on leave for more than three (3) months on secondment or detail with another agency may not be selected for the award.

    • 11.5.5 One UP Professorial Chair and Faculty Grant Awards

      The Office of the President of the University established the One U.P. Professorial Chair (PC) and Faculty Grant (FG) Awards initially for the period 2016-2018. The awards aim to further provide recognition and incentives to faculty members who have demonstrated outstanding performance in two out of three work areas of the faculty: teaching, research or creative work, and public service [1309th BOR meeting, 22 July 2015; Guidelines on the 2016-2018 One U.P.
