2.0 ORGANIZATION OF UNIVERSITY OF THE PHILIPPINES SYSTEM

The University of the Philippines (UP) is a university system. It comprises constituent universities (CUs), which are established solely by its Board of Regents upon the recommendation of the UP President. [Republic Act No. 9500 (23 July 2007), Sec. 4]

Each CU enjoys autonomy in the administration of its own affairs within the context of the purposes of the UP System and the policies laid down by the Board of Regents. Each CU has its own set of officials. [Resolution Reorganizing the University of the Philippines into a UP System and Establishing the University of the Philippines at Los Baños as an Autonomous Member of the System Effective 1 January 1973, as adopted at the 825th UP BOR Meeting (21 December 1972), Sec. 8]

  • 2.1 POWERS OF THE UNIVERSITY

    The powers of the University, in addition to those provided for in the Constitution of the Philippines, are those set forth in its Charter, those granted to corporations in general under the Corporation Law, and such other powers as may be further provided by law. [The Revised Code of the University of the Philippines (1961), Art. 5]

    The University is treated in a manner consistent with its institutional requirements as the national university by the service-wide agencies in the exercise of their respective jurisdiction. Taking into account national goals and priorities, it exclusively determines its teaching, research, and extension thrusts, plans, policies, programs and standards, and, on the basis of such determination, the national university recommends its annual budget to the President of the Republic of the Philippines and Congress.   • 2.2 THE BOARD OF REGENTS

    The governance of the national university is vested in a board of regents known as the “Board of Regents of the University of the Philippines System.” The Board exercises the specific powers and duties as specified in Section 13, The University of the Philippines Charter of 2008 (Republic Act No. 9500).

    • 2.2.1 Composition of the Board of Regents

      The Board of Regents (BOR) is composed of: [Rep. Act No. 9500 (23 July 2007), Sec. 12.1]

      2.2.1.1

      The Chairperson of the Commission on Higher Education as Chairperson;

      2.2.1.2

      The President of the University of the Philippines System as Co-Chairperson;

      2.2.1.3

      The Chairperson of the Senate Committee on Education, Arts and Culture;

      2.2.1.4

      The Chairperson of the House Committee on Higher and Technical Education;

      2.2.1.5

      The President of the U.P. Alumni Association, to serve as Alumni Regent during their incumbency in that position;

      2.2.1.6

      One Faculty Regent representing all teaching personnel, chosen in accordance with the rules and qualification set by the CU councils to serve for a term of two (2) years;

      2.2.1.7

      One Student Regent, to serve for a term of one (1) year, chosen by the students from their ranks in accordance with rules and qualifications approved in a referendum by the students;

      2.2.1.8

      One Staff Regent representing the full-time permanent research, extension, and professional staff (REPS) and administrative personnel, and chosen by them from their ranks in accordance with the rules and qualifications set by their duly recognized organizations, to serve for a term of two (2) years;

      2.2.1.9

      Three other Regents who have distinguished themselves in their professions or fields of specialization, to be appointed by the President of the Philippines, considering the recommendation of the Board. At least two (2) of these Regents should be alumni. All these Regents each serve for a term of two (2) years: Provided that the Regents holding office as members of the Board at the time of the effectivity of Rep. Act No. 9500 continues to serve until the expiration of their appointments as provided in Executive Order No. 204-A, issued by the President of the Philippines on 15 July 1987.

      2.2.1.10

      The Board appoints a Secretary of the University, who is also the Secretary of the Board, and who keeps such records of the University as may be designated by the Board. [Rep. Act No. 9500, Sec. 15]

       

  • 2.3 OFFICES OF THE UP SYSTEM

    • 2.3.2 Officials of the UP System

      The officers of Administration of the UP System are the President, the Vice President for Academic Affairs, the Vice President for Administration, the Vice President for Planning and Finance, the Vice President for Development, the Vice President for Public Affairs, the Vice President for Legal Affairs, the Chancellors of the CUs, and the Secretary of the University.

      • 2.3.2.1 The President

        The President of the University is the chief academic officer, head of the university faculty and the chief executive officer of the University. The President of the University exercises the powers specifically provided for in the UP Charter, those determined by the Board, those which pertain to the office of the president of a university, and those which are related or necessary to its functions. The Board determines the compensation of the President of the University. [Rep. Act No. 9500 (23 July 2007) Sec. 14)]

      • 2.3.2.2 The Vice President for Academic Affairs (VPAA)

        The Vice President for Academic Affairs is charged with regularly reviewing and updating academic personnel policies, studying and recommending programs for learning and instructional advancement, studying and recommending ways of improving research productivity of the various UP units, developing academic standards, setting the direction of academic linkages, reviewing student programs and policies, and performing all other functions as assigned by the President of the University. [1134th UP BOR Meeting (26 August 1999)] 

      • 2.3.2.3 The Vice President for Planning and Finance (VPPF)

        The Vice President for Planning and Finance is charged with planning, budgeting, treasury and cash management, and controllership. The VPPF likewise performs other functions to be assigned by the UP President. [1134th UP BOR Meeting (26 August 1999)]

      • 2.3.2.4 The Vice President for Administration (VPA)

        The Vice President for Administration is directly responsible for reviewing and updating administrative personnel policies, implementing fiscal policies and procedures, formulating policies for maintenance of security, peace, and order in UP, and performing all other functions as assigned by the UP President. [1134th UP BOR Meeting (26 August 1999)]

      • 2.3.2.5 The Vice President for Development (VPD)

        The Vice President for Development performs the following functions: (a) to develop and implement programs for expanding the financial endowments of the University through donations and grants; (b) to identify, initiate, and implement income-generating activities for the University; (c) to coordinate with the constituent universities in pursuit of opportunities for resource generation; and
        (d) to perform all other functions or projects as maybe assigned by the President.  [1134th UP BOR Meeting (26 August 1999)]

      • 2.3.2.6 The Vice President for Public Affairs (VPPA)

        The Vice President for Public Affairs is charged with developing and maintaining relations with government agencies that affect the operations of the University, alumni associations and individual alumnus/alumna here and abroad, private sector, and media; managing the publication of the UP Newsletter and other periodicals of the University; conducting regular review and rationalization of policies on extension work; developing extension services programs; monitoring legislative initiatives related to the University in Congress; and performing all other functions to be assigned by the UP President.       • 2.3.2.7 The Vice President for Legal Affairs (VPLA)

        The Vice President for Legal Affairs is directly responsible in providing and rendering legal opinion, advice, and assistance to the President of the University and to other officials within the University System. The VPLA shall perform the following functions: (a) to appear before, and coordinate with, legislative bodies, courts or administrative agencies in appropriate cases; (b) to prepare, draft and/or review contracts, documents, agreements wherein any unit of the University System is a party; (c) upon direction of the President of the University, to attend to and/or assist in, the investigation, resolution and disposition of disciplinary matters involving students or grievances involving personnel of the University System; and (d) to perform and undertake such other functions and responsibilities as may from time to time be assigned to it by the President of the University in furtherance of the interest of the University.       • 2.3.2.8 The Secretary of the University

        The Board appoints a Secretary of the University, who is also the Secretary of the Board, and who keeps such records of the University as may be designated by the Board. [Rep. Act No. 9500, Sec. 15] 

  • 2.4 OTHER CONSTITUENT UNIVERSITIES

    THE UP System CONSISTSTS OF UP Diliman and the following Constituent Universities (CU):

    • 2.4.1 UP Los Baños (UPLB)

      Established on 1 January 1973 [828th UP BOR Meeting (21 December 1972)], UPLB is a national and international center of academic excellence in agriculture, forestry, bioengineering, and related sciences in Asia. Through the years, it has also strengthened its leadership position in engineering, biotechnology, food science, environmental science, and information technology.

    • 2.4.2 UP Manila (UPM)

      The Health Sciences Center of the UP System, UPM was established on 28 October 1977. [894th UP BOR Meeting (28 October 1977)] It seeks and emphasizes the highest standard in training and research in the various health sciences. It provides health services through its various colleges and units through patient care, training of medical practitioners, community health services, and the formulation and implementation of health policies through research and advocacy. It is committed to pursuing its mandate of generating new knowledge and technologies that can effectively contribute to the improvement of the quality of life of Filipinos. 

    • 2.4.3 UP Visayas (UPV)

      Established on 31 May 1979 [914th UP BOR Meeting (31 May 1979)], UPV has the most far-reaching influence in Regions 6 and 8 where it has campuses in Miagao (Iloilo), Iloilo City, and Tacloban City. UPV continues to pursue its mandate as the national center of excellence for fisheries and marine sciences and other fields with the mission to help promote and accelerate the development of the Visayas and the country. With regional studies centers in three campuses, UPV aims to help in the preservation, dissemination, and enrichment of the national heritage and the culture of the Visayas.

    • 2.4.4 UP Open University (UPOU)

      Established on 23 February 1995 [1084th UP BOR Meeting (23 February 1995)], UPOU delivers instruction via the open learning and distance education mode to provide educational opportunities to individuals aspiring for higher education but are unable to undergo traditional modes of education. It is committed in developing and utilizing innovative instructional materials and technology, and in sharing these with other colleges and universities through cooperative programs. It offers degree and non-degree programs in various fields utilizing various delivery modes, namely, course materials in multiple media, online, multimedia packages, face-to-face and online tutorials, and tele/video conferencing. 

    • 2.4.5 UP Mindanao (UPMin)

      Established on 23 March 1995 [1085th UP BOR Meeting (23 March 1995)], UPMin serves as a multi-functional institution of higher learning committed to excellence in instruction, research, and extension in Mindanao. Its goal is to upgrade science, technology, cultural, linguistic and agricultural education and research in the region; to train leaders in agribusiness, regional and local government and education; and to develop programs on Mindanao, Filipino and East ASEAN culture, language, geo-politics, economy, and the environment. It offers various undergraduate programs in the arts and sciences and a graduate program in management in its campus in Davao City.

    • 2.4.6 UP Baguio (UPB)

      Established on 2 December 2002 [1166th UP BOR Meeting (02 December 2002)], UPB has become a prime educational institution in Northern Luzon. It delivers quality instruction in relevant and innovative academic programs in the fields of humanities, social sciences, natural and physical sciences, and mathematics. It focuses its research programs on Cordillera issues and concerns, working towards a fuller understanding of the region and its indigenous peoples, natural resources, culture and institutions, with the view to making contributions not only to scholarship, but also to policy making and program formulation, for Cordillera and Northern Luzon peoples.

    • 2.4.7 UP Cebu College (UPC)

      Established on 24 September 2010 [1260th UP BOR Meeting (24 September 2010)], UPC was elevated to the status of the eighth CU of the UP System on 27 October 2016 [1321st UP BOR Meeting (27 October 2016)]. UPC offers a diverse array of undergraduate courses and graduate studies. It has produced leaders in the field of the arts, journalism, management, politics and governance, human resource development, industrial relations, and development work. UPC is committed to significantly contribute to the development of the Central Visayas region through research, higher education instruction and technical assistance.
