9.0 EXTENSION AND LINKAGES

As the national university, the University of the Philippines (UP) is envisioned to be a public and secular institution of higher learning, and a community of scholars dedicated to the search for truth and knowledge as well as the development of future leaders. [Section 3: Purpose of the University, UP Charter of 2008, Republic Act 9500] Furthermore, UP is committed to serve the Filipino nation and humanity. While it carries out the obligation to pursue universal principles, it must relate its activities to the needs of the Filipino people and their aspirations for social progress and transformation. [Section 8: Social Responsibility, UP Charter of 2008, Republic Act 9500]

This social responsibility mandate of the University motivates it to take leadership as a public service university by providing various forms of community, public, and volunteer service, as well as scholarly and technical assistance to the government, the private sector, and civil society while maintaining the standards of excellence for which UP has been known for. [Section 3-d, UP Charter of 2008, Republic Act 9500] The public service character of the University is exemplified through the value it gives to extension work.

Extension is public service work by an academic unit, its faculty, staff, and students, undertaken individually or as a group for the benefit of the larger community, especially the underserved sectors. This function of the University is a contribution to achieving excellence in social and public service. Extension generates, validates, and applies knowledge that can enrich instruction and research. [134th UC meeting, 16 February 2015]  Furthermore, through extension work, the national university fulfills its role of providing venues for student volunteerism. [Section 8: Social Responsibility, UP Charter of 2008, Republic Act 9500]

To perform its unique and distinctive leadership in higher education and development, the University is mandated to serve as a regional and global university in cooperation with international and scientific unions, networks of universities, scholarly and professional associations in the Asia-Pacific region and around the world. [Section 3-g, UP Charter of 2008, Republic Act 9500] To be at the forefront of teaching, research and public service, the University’s internationalization activities are aimed at establishing and maintaining collaborative relations with foreign universities and other foreign-based academic institutions. These engagements are expected to translate to internationally-benchmarked academic program offerings that will enrich the knowledge resource of the University.

Linkages with local, national, and international organizations aim to elevate the academic standards, increase innovations in teaching, research and creative work, promote faculty development, and provide additional exposure of the community of scholars to ideas that will contribute to national development. UP Diliman’s (UPD) national and local extension services are coordinated and monitored through the Office of Extension Coordination (OEC), under the Office of the Vice-Chancellor for Research and Development (OVCRD). Teaching in other universities is coordinated with the Office for the Advancement of Teaching (OAT), under the Office of the Vice-Chancellor for Academic Affairs (OVCAA). International linkages programs are facilitated through the Office of the International Linkages (OIL) Diliman, also under the OVCAA

  • 9.1 THE EXTENSION PROGRAM OF THE UNIVERSITY / COLLEGE / UNIT

    Extension work includes services utilizing the expertise and talents related to the University faculty, staff, and student’s discipline, and may also include activities related to service-learning that complement course instruction. [134th UPD UC meeting, 16 February 2015]

    • 9.1.1 Categories of Extension Work

      Extension work includes the following activities, but are not limited to these: [Proceedings of the UP Diliman-wide Extension Colloquium 2015, p. 125]

      8.1.1.1

      Providing technical assistance (in the form of trainings, commissioned studies, membership in technical panels, technical services) to government agencies, non-government agencies, industry partners, people’s organizations, other educational institutions, international organizations and communities, and marginalized and underserved communities;

      8.1.1.2

      Offering extramural programs;

      8.1.1.3

      Conducting service learning programs;

      8.1.1.4

      Organizing symposiums, forums, conferences, exhibits, performances;

      8.1.1.5

      Undertaking advocacy work and community mobilizations; and

      8.1.1.6

      Rendering service to the University (without administrative load credit).

    • 9.1.2 College / Unit-based Extension Agenda and Programs

      8.1.2.1

      Each college or unit, through the College Extension Office/Committee and in consultation with the faculty of the institutes, departments, and divisions, shall draw up Extension Agenda and update it annually. This extension agenda, together with the relevant provisions in this Manual and the detailed guidelines of the college/unit on Extension Load Credit (ELC), shall guide its extension program/s and activities.       8.1.2.2

      Each college or unit shall have an extension office/committee to oversee extension activities and assist the faculty involved. [134th UPD UC meeting, 16 February 2015]

    • 9.1.3 Linkages with Local Institutions and Organizations

      8.1.3.1

      Establishing and maintaining linkages with local and national organizations aims to foster cooperation and collaboration in developing innovations in teaching, research and creative work, and public service that will contribute to national development.

      8.1.3.2

      Such collaborations may be initiated by the unit or undertaken at the request of persons or agencies, whether private or governmental, for conducting research, training, policy or other studies. Any such activity shall be covered by a Memorandum of Agreement (MOA) and subject to the conditions on prior authorization by the University.  [Rules on Teaching Load, Community Service, and Outside Activities for University Personnel, 839th BOR meeting, 29 November 1973]

    • 9.1.4 Guidelines on the Administration of Community Extension and Public Service Programs

      • 9.1.4.1 Responsibility of heads of units

        Heads of units of the University shall have primary responsibility for the planning and conduct of non-degree courses or special training programs and contract for professional and technical services. [Rules on Teaching Load, Community Service, and Outside Activities for University Personnel, 839th BOR meeting, 29 November 1973]

      • 9.1.4.2 Budget and other requirements

        Proposals for the conduct of community or similar services in response to the request of other agencies, and contracts for professional and technical services shall include the following requirements, among others: [Rules on Teaching Load, Community Service, and Outside Activities for University Personnel, 839th BOR meeting, 29 November 1973]

        8.1.4.2.1 

        A budget indicating the major items of expenditures which shall form a part of the contract or memorandum of agreement; and

        8.1.4.2.2

        Staffing pattern indicating the number of and positions required, as well as the corresponding honoraria or salary rates and/or allowances, which shall, in no case, indicate names of particular persons

         

      • 9.1.4.3 Administrative overhead expenses

        Provision shall be made in the budget for the payment to the University of administrative overhead expense based on the Policy and Guidelines on the Use of University Administrative Overhead Funds. All contracts between the University and any government department, office or agency involving community or similar service projects shall be exempted from this requirement, if the undertaking concerns a priority program of the government and has the official endorsement of the Office of the President of the Philippines.       • 9.1.4.4 Appointments

        Appointments, as well as the corresponding honoraria, salary rates, or allowances of personnel, shall be in accordance with University policies, rules and procedures.       • 9.1.4.5 Honoraria for University personnel

        University personnel appointed to a project shall be entitled to honoraria or allowances, provided that their services to the project shall be rendered outside their regular office hours in their respective units or offices, or their equivalent. [Rules on Teaching Load, Community Service, and Outside Activities for University Personnel, 839th BOR meeting, 29 November 1973]

        The total honoraria or allowances that such personnel may receive from several projects shall not exceed 50% of their basic salaries from the University. [Presidential Decree 1177, 30 July 1977; National Compensation Circular no. 75, 1 March 1995]

      • 9.1.4.6 Honoraria for lecturers

        Payment of honoraria for special lecturers, resource persons or panelists shall be determined by the heads of units depending on such factors as official status, rank, academic degrees, professional, technical or other qualifications, provided that the rate shall not exceed the allowed rate per lecture hour set by the University.

        Certification by the heads of units of service rendered by such persons shall serve as basis for the payment of honoraria (Rules on Teaching Load, Community Service, and Outside Activities for University Personnel, 839th BOR meeting, 29 November 1973).

      • 9.1.4.7 Applicability of University salary scale

        Employees or personnel in projects shall be subject to the University salary scale and classification plan, provided that the hiring rate for contractual employees shall not exceed the third step of the particular range.

        However, in cases in which the University employees are detailed to the project, they shall continue to enjoy leave privileges as well as compulsory GSIS membership and may receive compensation from the project fund up to 50% of their current salaries.       • 9.1.4.8 Administration of funds

        The sponsoring agency shall turn over the funds for the project to the University. The administration and disbursements of funds shall be in accordance with University policies and procedures as well as the usual accounting and auditing rules and regulations.       • 9.1.4.9 Periodic reports

        It shall be incumbent upon the heads of units to make periodic reports to the President or the Chancellor with regard to community or similar services undertaken while the project is in progress, and to submit a terminal report upon the completion of the project.   • 9.2 INCENTIVES, GRANTS AND SUPPORT FOR EXTENSION WORK

    The University has made significant progress towards further institutionalizing the extension work done by faculty and staff through improved policies, procedures and programs. UPD offers Extension Load Credit (ELC) and Extension Grants to promote and support the extension work of faculty and staff.

    Extension activities shall be considered and credited in the faculty and staff promotions, using college-determined criteria/guidelines through an extension operations manual. [134th UPD UC meeting, 16 February 2015] Extension work of faculty and staff shall also be recognized through awards and other forms of recognition in the University such as the annual UP Diliman Extension Colloquium and Parangal sa Programang Pang-ekstensyon.

    • 9.2.1 Assignment of Extension Load Credit

      Extension Load Credit (ELC) may be given to a faculty member who has an extension work project undertaken on official capacity as faculty and shall be counted as part of the faculty member’s total load credit (24 teaching units per academic year). The grant of ELC is deemed to compensate for such assignment, either partially or fully. [UP Office of the President Memorandum No. 92-40, 21 July 1992; OVCAA Memo 15-104, 25 November 2015]

      • 9.2.1.1 The Dean and College Executive Board (or equivalent body) may assign credits for extension activities subject to the detailed guidelines of the college or unit. Each academic unit shall develop its own operations manual on extension

      • 9.2.1.2 A faculty member may be granted ELC for one (1), two (2), or up to a maximum credit of three (3) units per semester.

        8.2.1.2.1

        The concerned faculty must be involved in significant, continuing work for a period of at least one semester.

        8.2.1.2.2

        The faculty may apply for consecutive semesters.

         

      • 9.2.1.3 The assignment of ELC shall follow these guidelines: [134th UPD UC meeting, 16 February 2015]

        8.2.1.3.1

        ELC of 1-2 units = number of hours per week equivalent to credit load; and

        8.2.1.3.2

        ELC of 3 units = 50 hours or more for the entire semester.

        8.2.1.3.3

        The ELC shall not be counted in determining overload if the faculty member receives honorarium (regardless of source) for the extension work for which the ELC was granted, except in highly meritorious cases as defined by the Dean. [134th UPD UC meeting, 16 February 2015] However, if the faculty member does not receive honorarium from any source (UP or outside UP) for such extension work, then the ELC may be counted in determining overload, with the following provisions:

        (a)

        The extension work should be officially recognized by the University through the College/Department/Unit, and should be approved as part of the College/Department/Unit’s Extension Agenda and program; and

        (b)

        A progress or final report, or an academic paper on the extension work, should be submitted by the faculty member. This report or paper must be accepted by the proper authorities or bodies before the overload honorarium is made. (See Section on Overload, Chapter 5.0)

    • 9.2.2 UP Diliman Extension Grants

      The UP Diliman Extension Grants are outright grants to support extension projects of faculty and staff that receive minimal or no funding support from any organization. The grants aim to promote and encourage faculty and staff to contribute to achieving excellence in social and public service.

      8.2.2.1

      Regular faculty members (excluding lecturers, professors emeriti, and those on sabbatical), REPS or administrative staff in active service in UP Diliman or in the UP Diliman Extension Program in Pampanga, whether permanent or temporary, are eligible to apply for the grant.       8.2.2.2

      A faculty member may be granted both ELC and extension grant for her/his extension project following the specific policies and procedures of the ELC grant and Extension Grant.

    • 9.2.3 Parangal sa Programang Pang-Ekstensiyon

      The Parangal sa Programang Pang-Ekstensiyon is awarded to the extension programs  which have exhibited exemplary and which have significantly contributed to the achievement of the vision / mission of the unit and the University.  The award is given to extension programs of degree-granting and non-degree granting units.

  • 9.3 THE INTERNATIONAL LINKAGES PROGRAM OF THE UNIVERSITY

    The International Linkages Program serves to fulfill the University’s obligation to pursue universal principles while relating its activities to the needs of the Filipino people and their aspirations for social progress and transformation. [Section 8: Social Responsibility, UP Charter of 2008, Republic Act 9500]

    The program translates in operational terms UP’s Strategic Thrust 1: Academic Excellence in Education, which provides for the intensification of internationalization. [UP Strategic Plan 2011-2017]

    The creation of the Office of International Linkages (OIL) Diliman as one of the eight offices of the OVCAA [1316th BOR Meeting, 31 March 2016] follows the lead of the UP System Office of Institutional Linkages, which became the Office of International Linkages. [1298th BOR meeting, 30 June 2014]

    • 9.3.1 Functions of OIL Diliman

      OIL Diliman has the following main functions: [Executive Order No. PAEP 16-02 dated 26 April 2016]

       

      8.3.1.1

      Teaching and learning.  Through the international mobility of faculty, staff, and students, new ideas are brought in that may lead to the institution of new programs, generation of inputs for the review and revision of existing programs, and development of innovative teaching and learning methods.

      8.3.1.2

      Research, creative work and extension. The OILD organizes or supports forums for discussing international issues which may form the bases of topics for collaborative research and creative work, establishes or assists linkages with the international industry and community hinged on mutually agreed-upon thematic issues, and promotes multi-cultural interactions.

      8.3.1.3

      ​​​​​Administration and legal matters. The OILD recommends engagement policies and develops systems for efficient international networking, oversees the implementation of international Memoranda of Agreement (MOAs) and Memoranda of Understanding (MOUs) between partner universities, coordinates with other UP units on international exchange-related matters, and processes documents related to the international mobility of faculty, staff and students.

    • 9.3.2 Faculty Engagements in the Internationalization Program

      • 9.3.2.1 Role of faculty in fulfilling OIL Diliman functions

        UPD faculty may be engaged in various capacities in any of the internationalization-related activities falling under any of the three functions listed above. With the international mobility programs, faculty members may:

        8.3.2.1.1

        Be sent abroad as Visiting Professors;

        8.3.2.1.2

        Host Visiting Professors, on behalf of their college/department;

        8.3.2.1.3

        Serve as academic adviser of outbound or inbound international students;

        8.3.2.1.4

        Do collaborative research, creative or extension work; and

        8.3.2.1.5

        Do administrative work leading to the signing of agreements or formulation of internationalization-related policies.

         

      • 9.3.2.2 Role of faculty in implementing agreements

        The faculty member may initiate linkages with international institutions and take on the role of Project Coordinator, Project Team Member for collaborative projects or of Student Adviser for student exchanges.

        The faculty member involved in an internationalization program/ project takes on an ad-hoc task or additional assignment that is expected to be completed based on the agreed Terms of Reference.  The faculty may be involved in internationalization activities in any one of these capacities:

        8.3.2.2.1

        As faculty in charge of a class with foreign students – UPD faculty, in coordination with the academic unit head, may allow international students to enlist in their classes.  In such cases, the faculty member concerned agrees to gear the learning activities towards optimizing learning experience by both the international and local students.

        8.3.2.2.2

        As program adviser of outbound students – Academic units that send or host exchange students undertake academic advising aimed at guiding these students in selecting courses to be enrolled in. The goals are to maximize opportunities for course crediting and to enable students to add value to their learning experience while they are cross-enrolled.

        8.3.2.2.3

        As exchange or outbound faculty – Under a Memorandum of Agreement on Faculty Mobility, a UPD faculty may be sent to a partner university based on agreed terms on duration, teaching/ research/ creative/ extension work load, funding, entitlements, and others.

        8.3.2.2.4

        As project team member – The project team member works with other faculty members to deliver committed outcomes and outputs as stipulated in the agreements.  These may include academic program development and research, creative or extension work. These may also involve organization of international conferences, workshops, or fieldworks.

        8.3.2.2.5

        As the Project Coordinator – The faculty assigned as project coordinator is tasked with leading the team that will implement the specific programs, projects and activities based on the terms of the agreement.

        8.3.2.2.6

        As the Dean or head of unit that endorses internationalization agreements – Endorsement of agreements begins with an evaluation of the international engagement’s consistency with the academic unit’s mission, vision and objectives.  The dean or head of unit also looks at the teaching, research, extension and student relations thrusts as references against which internationalization activities may be aligned.

        Agreement terms relative to commitment of human and material resources, sharing of responsibilities, expected outcomes, deliverables are endorsed in writing.

        The dean or head of unit also formally assigns the project coordinator for the agreement to be signed.

    • 9.3.3 International Mobility Programs of the UP System Office of International Linkages

      The UP System, through its Office of International Linkages, implements a UP International Linkages Program with new internationalization initiatives and indicative budget. The programs are designed for faculty, as well as for student, mobility.

      UPD faculty and REPS may participate in the following programs that are designed to support academic staff mobility: [1298th BOR Meeting, 30 June 2014]

      8.3.3.1

      The World Experts Lecture Series (WELS) opens opportunities for Filipino or foreign eminent world leaders in the academe, government, and industry to give special lectures in UP in highly publicized convocations.

      The UP System provides support for air travel, accommodations and per diem for one week. It also provides logistical support for arrangements for the convocation, publicity of the event, and social functions. It also forms a committee that will plan, nominate, select, evaluate and monitor the lecture.

      8.3.3.2

      The Continuous Operational and Outcomes-based Partnership for Excellence in Research and Academic Training Enhancement (COOPERATE) project was mainly created to promote the development of research and creative manpower and productivity of UP carried out through research cooperation and academic training in areas needed by the country with partner universities in the ASEAN and other regions.

      The project’s specific objectives are to facilitate the increase in the number of MS ad PhD graduation of young Filipino faculty/researchers in areas/fields most needed in the country through advisership/co-advisership with experts in foreign partner universities, and to promote research/creative productivity through active cooperation between UP and its partner universities.

       

    • 9.3.4 Guidelines for International Engagement

      UPD forges agreements with foreign universities, research institutes and other academic organizations in pursuit of wider exposure to new knowledge and educational technologies.

      • 9.3.4.1 Memorandum of Understanding

        The Memorandum of Understanding (MOU) is a document that covers very general agreements that are aimed at developing academic cooperation and promoting mutual understanding between UPD and the partner university. Detailed terms covering specific projects and activities to be jointly undertaken by UPD and a partner university are laid out in a Memorandum of Agreement.

        The following activities may be jointly engaged in based on principles of equality and reciprocity:

        8.3.4.1.1

        Exchange of faculty, researchers and other research and administrative staff;

        8.3.4.1.2

        Exchange of students;

        8.3.4.1.3

        Collaborative research projects;

        8.3.4.1.4

        Lectures and symposiums;

        8.3.4.1.5

        Exchange of academic information and materials; and

        8.3.4.1.6

        Other forms of academic cooperation.

        UPD as a member of a group of academic institutions/consortia can enter into a MOU to establish academic cooperation and promote mutual understanding among its members. On UPD’s side, the MOU is signed by the Chancellor and is endorsed by a UPD College/ Department that takes on the role of Implementing Unit. [Memorandum No. SSC-09-059, 27 October, 2009]

      • 9.3.4.2 Memorandum of Agreement

        The Memorandum of Agreement (MOA) is an agreement that covers the specific projects and activities carried out by UPD with the partner university.  The MOA stipulates project/activity implementation details for programs/ projects/ activities such as:

        Joint degree programs

        8.3.4.2.2

        Research, creative and extension work collaborations

        8.3.4.2.3

        Student mobility

        8.3.4.2.4

        Faculty and REPS mobility

        8.3.4.2.5

        Events and activities such as conferences and exhibits

        8.3.4.2.6

        Other academic projects

        UPD as a member of a consortium can enter into a MOA for the implementation of more specific projects with the consortium’s members.

      • 9.3.4.3 Faculty mobility agreements

        Institutional agreements covering faculty mobility may cover any of these:

        8.3.4.3.1

        Faculty exchange – MOAs are signed to cover two-way exchange of faculty in different disciplines. Periods of exchange and entitlements vary. The following are included in the Terms of Reference for faculty exchange:

        8.3.4.3.2

        Visiting professorship – A faculty may be detailed or seconded to a foreign university with which UPD has an active institutional agreement. Secondment to international agencies shall be, subject to existing agreements between such agencies or organizations and the Philippine government, initially for one year, renewable for a like period. In meritorious cases, the Chancellor may allow a final extension of not more than six months. [1031st BOR meeting, 28 June 1990]

        UP’s Visiting Professor Program was established to increase the number of PhD mentors in UP. The Program has the following features: [Expansion of the UP Modernization Program as approved in the 1275th BOR Meeting, 24 November 2011]

        (a)

        Identify foreign-based Filipino and foreign professors/research mentors who will commit to help produce PhD graduates in/for UP and participate actively in the development of UP as a research university;

        (b)

        Identify /match a UP counterpart faculty researcher as the collaborator of the foreign professor/research mentor, e.g., the PhD or postdoctoral supervisor or mentor of the UP faculty to the host institution;

        (c)

        Create a work plan to build and support the research collaboration and the research group consisting of the foreign professor/research mentor, the UP faculty researcher and their graduate students;

        (d)

        Support the foreign-based Filipino or foreign professor/research mentor as a UP Visiting Professor for one to two (1-2) months a year, providing the round-trip airfare and a reasonable living allowance;

        (e)

        Facilitate the grant of an official appointment as UP Visiting Professor so that the faculty becomes part of UP’s faculty roster and contributes to the international ranking of UP;

        (f)

        Support the visit of the UP Visiting Professor for intensive lectures and team teaching of courses, research discussions, training on research concept formulation and proposal writing, and on research methodology, etc.;

        (g)

        Create clusters of expertise in priority research areas with help from the UP Visiting Professor, who can identify other foreign collaborators who can help expand the research;

        (h)

        Formalize research agreements (MOA, MOU) between the UP Visiting Professor’s university and UP, with the UP Visiting Professor and UP faculty researcher as lead persons;

        (i)

        Formalize agreement on sandwich PhD programs, cotutelle or joint degree granting programs, between the UP Visiting Professor’s university and UP, with the UP Visiting Professor and UP faculty researcher as lead persons; and

        (j)

        Obtain support from the Philippine government, from UP alumni and from the private sector to support the UP Visiting Professor Program.

        8.3.4.3.3

        Fellowship programs/Research fellowships – Agreements also enable faculty or research staff to go on fellowships to undertake research in a foreign university. Faculty can also collaborate on a research project with a Visiting Research Fellow.

        Travels of faculty in any of these cases need to follow certain processes. (See Chapter 17.0: Special Detail and Travel Authority for guidelines on foreign travel of UP personnel.)

      • 9.3.4.4 UPD as a contracting party

        For all agreements with international institutions, UPD is designated as the contracting party.

        8.3.4.4.1

        Contracts/ Agreements entered into by UPD or any of its colleges, offices or units, of academic/ research/ training/institutional and administrative nature, shall be endorsed and initiated by the Dean/ Director or Head of Office/ Unit,  should be approved by the Chancellor as the sole signatory, subject to the level of authority delegated by the Board of Regents.

        8.3.4.4.2

        Similar contracts of UPD for signature by the President, subject to the level of authority delegated by the Board, shall be endorsed by the Dean/Director or Head of Office/Unit to the Chancellor for the President.       • 9.3.4.5 The Faculty and REPS International Mobility Committee

        The Faculty and REPS International Mobility Committee (FRIMC) is constituted for the purpose of systematizing and unifying the screening and evaluation mechanisms, guidelines and policies for international mobility of faculty and REPS.

        With the Vice-Chancellor for Academic Affairs (VCAA) as ex-officio Chair, the FRIMC is responsible for screening applications for the UP System Faculty and REPS Development Program based on the guidelines, evaluating requests for renewal, monitoring the progress of fellows, and recommending to the Chancellor qualified applicants for endorsement to the System.  In addition, the FRIMC facilitates and evaluates applications for faculty members and/or REPS for short- and long-term stints abroad with current and prospective institutional partners.         The FRIMC evaluates applications based on the following objectives of the Faculty and REPS Mobility Program:

        8.3.4.5.1

        It aims to reward the faculty/ REPS with the opportunity to travel and be exposed to international practices.

        8.3.4.5.2

        It aims to enable the faculty/ REPS to undertake research, present and/or publish papers.

        8.3.4.5.3

        It aims to add value to teaching, research and extension programs.

        8.3.4.5.4

        It seeks to initiate critical evaluations of curricular programs.

        8.3.4.5.5

        It proposes to pave the way for more collaborations between the partner institutions and to increase the visibility of UPD in the international stage.

    • 9.3.5 Incentives or Support for Exchanges

      Incentives for taking on any of these roles in exchanges entered into by faculty are given as acknowledgment of the additional time and effort needed to carry out specific projects covered by MOAs.

      8.3.5.1

      As instructor of a class with foreign students. An additional academic load unit may be given to faculty members who accommodate international students in the class. The University recognizes that having a single international student in the class changes the way it should be handled.

      8.3.5.2

      As program adviser of outbound students. As program adviser to UPD students participating in Exchange Programs outside the university, a faculty member is tasked to assist and guide the students prior to their exchange programs in terms of course crediting, college endorsement, and administrative processes. Administrative load may be awarded to the adviser on top of his/her regular load.

      8.3.5.3

      As outbound faculty. A faculty member who engages in an exchange program for either teaching or research may receive additional points for promotion which could be awarded at the succeeding evaluation for promotion.

      8.3.5.4

      As project team member. As a member of the implementing unit of the agreement, an additional load may be awarded on top of the member’s regular teaching load. Furthermore, additional points for promotion may also be provided at the succeeding evaluations. If the project involves research, a team member may apply for a research grant in order to conduct community visits, fieldworks, interviews, if applicable to the project.

      8.3.5.5

      As the Project Coordinator. Collaborative research and other forms of academic cooperation may be bases for granting Extension Load Credit (ELC) or Research Load Credit (RLC). [OVCRD Guidelines for granting RLC and ELC]

      8.3.5.6

      As the Dean or head of unit that endorses the international exchange. As the endorsing unit, the department will have the opportunity to improve not only its students’ academic training but also the development of the faculty members which will in turn lead to the improvement of the unit’s course offerings and programs. This will also provide opportunities for the unit to be given various recognitions in and outside the University.
