The University of the Philippines Diliman (UPD) is the flagship campus and the largest constituent unit of the University of the Philippines System. It is home to thousands of personnel, each performing one’s share in discharging the University’s primary functions of teaching, research and extension, as well as its day-to-day administration. The task of running UPD under the umbrella of the UP System—which has its own Charter and at the same time is treated as part of the government bureaucracy—requires a judicious appreciation of the pertinent laws, as well as a balancing of interests to promote not only the goals of the University, but to work within the purview of national priorities and governance framework.
In this context, it is imperative that its administrators and employees are equipped with the requisite knowledge to navigate within the parameters of UP’s unique institutional structure:
Although its own Charter confers on it a degree of autonomy, it is subject to the rules that apply to government agencies. The UPD Faculty Manual serves as the main reference for the various rules, policies, and guidelines that underlie the decision-making and processes for personnel administration in the University.
We encourage the UPD faculty, REPS and administrative staff —most especially, newly hired personnel and those newly appointed as faculty administrators—to peruse the Faculty Manual and get acquainted with the various facets of their own employment in the University, as well as those they supervise as administrators. Doing so will provide each of us a better understanding of the logic behind the systems in place and the bureaucratic processes we go through. This would also promote better-decision-making not only in our own personal circumstances but most especially for the collective welfare of the offices/units under our responsibility.
This 2017 version of the UPD Faculty Manual comes after over a decade since its last revised edition in 2005. Given this relatively long interlude during which many developments and transformations shaped UPD’s adaptation to the ever-changing contexts, the process of reviewing and updating the Manual had also proven to be a difficult endeavor that spanned the terms of three Vice Chancellors for Academic Affairs—VC Benito Pacheco, VC Evangeline Amor, and yours truly. As with the previous versions of the Faculty Manual, the information and guidelines contained herein were culled from numerous documents including new or amended pieces of legislation, resolutions of the Board of Regents, decisions of the University Council and Diliman Executive Committee, and various related guidebooks, manuals and memoranda issued by national government agencies as well as by offices in the UP System and UP Diliman.
A major revision in this version is the addition of separate chapters that tackle in greater detail the various roles and duties of the faculty. Furthermore, this latest edition comes with an online version for easier access through various devices. This online version allows the users to consult the original source documents through active links. However, in certain sections of the Manual, we have lifted direct quotes from the source documents, for the sake of greater clarity. We have also taken the initiative to promote a more gender-neutral language by, among others, replacing the normative pronouns “he/she and her/his” with “they/their,” whenever possible. This is in consideration of the University’s advocacy to create a more inclusive and gender-fair environment for its constituents in various spheres such as official written communication.
We humbly offer the 2017 Edition of the UPD Faculty Manual as the latest culmination of efforts to have an updated and comprehensive reference on Personnel matters. We hope it serves as a reliable personal guide for our work life in the University, and yields maximum results as an instrument not only to promote better personnel welfare but also to ensure efficient and effective governance.
